The delay in the Winter session, according to the Speaker, is attributed to the ongoing Special Intensive Revision (SIR) in the state. Many legislators requested a postponement due to their obligations related to SIR in their respective constituencies.
"It has been decided that the Winter session will occur in early January next year, coinciding with the conclusion of the hearing session for claims and objections on the draft voters' list. I anticipate a smooth session," the Speaker remarked to the media.
Additionally, sources indicate that the Winter session must conclude by January next year, as it will precede the interim budget session scheduled for February, shortly after which the dates for the vital Assembly elections in the state will be announced.
During the February interim budget session, only vote on accounts will be passed. The comprehensive budget will be presented after the formation of the new state Cabinet post the upcoming Assembly elections, which are not expected before the last week of May or the first week of June next year.
According to the Election Commission of India (ECI) timeline, the final voters' list is set to be published on February 14 next year, following which polling dates will be revealed.
Typically, the Winter session in West Bengal is held in either November or December each year.
On Wednesday, a flower show took place within the Assembly grounds, notably without attendance from any of the 65 legislators of the Bharatiya Janata Party (BJP).
"The flower show is an annual event with open invitations. I am unsure why some chose not to participate. There is nothing political about flowers," the Speaker commented.
