The Chhattisgarh Cabinet, chaired by Chief Minister Vishnu Deo Sai, on Wednesday, 22 July 2026, approved a 10 per cent reservation for Agniveer soldiers in direct recruitment to various Class-III posts in state civil services. The decision formalises a commitment the Chief Minister had made on the floor of the Legislative Assembly on 26 July 2024, making Chhattisgarh one of the few states to codify post-service employment rights for Agniveers in law.

What the New Rules Say

The Cabinet cleared the Chhattisgarh Agniveer Soldiers (Reservation of Vacancies in Class-III Posts in State Civil Services) Rules, 2026. Under these rules, Agniveers who have completed a four-year tenure in the Indian Armed Forces and hold a valid discharge certificate will be eligible for the 10 per cent quota.

The reservation applies specifically to three recruitment streams: Constables in the Police Department, Forest Guards in the Forest and Climate Change Department, and Warders in the Jail Department. These roles are seen as a natural fit given the discipline and physical training Agniveers undergo during their service.

Why the Government Says It Matters

Officials said the state government believes the discipline, training, and operational experience of Agniveer soldiers will directly benefit the police, forest, and jail administrations. The move is framed as both a welfare measure and a practical human-resource strategy — channelling trained personnel into departments that have historically struggled with vacancies.

Notably, the Agniveer scheme has faced criticism nationally from opposition parties and veterans' groups who argue that a four-year short-service contract leaves soldiers without long-term security. State-level reservation policies like Chhattisgarh's are seen by proponents as a partial answer to that concern, though critics argue they do not fully substitute for permanent military service benefits.

Fertiliser Sub-Committee Also Constituted

In the same Cabinet session held at Mantralaya, Raipur, the Council of Ministers constituted a ministerial sub-committee to ensure smooth and timely availability of fertilisers to farmers during the Kharif and Rabi seasons.

The Deputy Chief Minister — who holds portfolios of Public Works, Public Health Engineering, and Urban Administration and Development — has been appointed Chairperson of the sub-committee. Cabinet Ministers from the Departments of Agriculture Development and Farmers' Welfare, Cooperation, and Finance will serve as members, with the Agriculture Production Commissioner acting as convener.

The sub-committee has been empowered to invite officials, subject experts, and representatives from relevant organisations to advise on fertiliser supply, distribution, and management — a signal that the government is anticipating pressure on agricultural inputs ahead of the sowing season.

Broader Context

Several states, including Uttar Pradesh, Haryana, and Madhya Pradesh, have announced similar preferential employment provisions for Agniveers in state police and allied services. Chhattisgarh's move aligns with that trend but goes a step further by embedding the quota in a formal statutory rule rather than an executive order, giving it greater legal durability.

With the first batch of Agniveers completing their four-year contracts in 2026, the timing of the Cabinet decision is significant — the rules will be operative precisely when the initial cohort enters the job market.
