Sivasagar MLA and Raijor Dal chief Akhil Gogoi on Tuesday, 1 September announced a fresh statewide agitation over Assam's flood relief measures, saying his meeting with Chief Minister Himanta Biswa Sarma on Monday yielded no assurance on revising the state's disaster compensation framework. The central demand of the movement is ₹10 lakh in financial assistance for every flood-affected family — a figure far above current provisions under the Assam State Disaster Management Authority (ASDMA) relief manual.

What Triggered the Agitation

Gogoi submitted a memorandum to Chief Minister Sarma seeking amendments to the ASDMA relief manual, arguing that existing compensation amounts are grossly inadequate relative to actual losses. When no assurance was forthcoming, he declared the agitation would resume. 'The main issue has failed. Therefore, we have again announced a flood-centric movement,' Gogoi said.

Key Demands and Gaps in Current Relief

Gogoi highlighted specific shortfalls in the existing relief structure: families losing clothes, bedding, and household materials receive just ₹2,500, with an equal amount for damaged utensils. Compensation for deaths is capped at ₹3 lakh, while payouts for completely damaged pucca houses, agricultural land, and ponds are, according to Gogoi, disproportionate to actual losses. He also raised the issue of flood damage to businesses and vehicles — particularly in Sivasagar — alleging that several establishments had suffered losses worth crores, with inadequate recourse for uninsured businesses and damaged vehicles.

Agitation Schedule and Planned Actions

Gogoi announced a public meeting at Nazira on 6 September, followed by a statewide outreach programme from 7 to 16 September, during which Raijor Dal workers will visit flood-hit areas, assess damage, and engage with affected residents. A major public gathering is subsequently planned in Guwahati, while a protest outside the Chief Minister's Office is scheduled for 16 September. Separately, Gogoi said he would seek permission to deploy ₹1.5 crore from his MLA fund to provide ₹25,000 each to flood-affected constituents in Sivasagar.

Political Dimensions

Gogoi also criticised the government's refusal to classify the floods as an 'extreme disaster' or 'national disaster', arguing such a designation would unlock greater central government assistance. He targeted both the ruling dispensation and the opposition, alleging that Congress MP Gaurav Gogoi and the Congress leadership had failed to mount an adequate response to the flood crisis, and that available funds had not been deployed effectively for relief work. In a pointed political challenge, Gogoi invited both Gaurav Gogoi and Chief Minister Sarma to contest against him from Sivasagar, offering to vacate his Assembly seat. He also stated that Raijor Dal is positioning itself as Assam's principal opposition force ahead of the 2031 Assembly elections and confirmed the party will not contest the upcoming Nagaon Lok Sabha by-election.

Assam's annual floods are among the most destructive in India, routinely displacing lakhs of residents and causing extensive agricultural and infrastructural damage. This is not the first time relief compensation norms have drawn criticism — civil society groups and opposition parties have repeatedly flagged the gap between ASDMA payouts and ground-level losses. Gogoi's agitation adds organised political pressure to what has historically been a humanitarian and administrative challenge for successive state governments.
