New Delhi, Sep 19 (NationPress) The agenda was dominated by discussions on the challenges of effectively utilizing funds as the Ministry of Tribal Affairs engaged various ministries on initiatives aimed at the development and empowerment of tribal communities, an official reported on Friday.

A one-day workshop, held by the Ministry of Tribal Affairs, centered on the framework of the Development Action Plan for Scheduled Tribes (DAPST). It aimed to address the ongoing developmental disparities even in the face of increased funding, as stated by the official.

In accordance with the DAPST framework, 41 Ministries/Departments across multiple sectors such as education, health, agriculture, irrigation, roads, housing, electrification, employment generation, and skill development are required to allocate a designated percentage (from 4.3% to 17.5%) of their total scheme budget, as outlined by NITI Aayog guidelines, for the socio-economic advancement and upliftment of Scheduled Tribes (STs).

The workshop, which took place on September 16, offered a venue for comprehensive discussions about various challenges pertaining to the implementation and effective use of funds under these schemes and programs, as detailed in the statement.

The event was inaugurated by the Joint Secretary and Financial Advisor of the Ministry of Tribal Affairs, who highlighted the importance of discussing the outcome orientation of DAPST allocations.

Ganesh Nagrajan, Deputy Secretary at MoTA, elaborated on the significance of the Adi Karmyogi Abhiyaan and its capacity to revolutionize tribal governance through grassroots planning, according to the statement.

The MoTA underscored the urgent necessity for efficient and outcome-focused utilization of DAPST funds to ensure that the benefits reach tribal communities nationwide.

Detailed discussions occurred during cluster-wise breakout sessions regarding the schemes of the participating Ministries/Departments, aimed at broadening the outreach and increasing the scope to encompass a larger tribal population.

In light of the Janjatiya Gaurav Varsh declared by the Government of India, from November 15, 2024, to November 15, 2025, the Ministry has initiated the Adi Karmayogi Abhiyan, a groundbreaking governance mission dedicated to cultivating the world’s largest grassroots tribal leadership program.

This flagship initiative, launched under the visionary leadership of Prime Minister Narendra Modi, was also introduced to the attending ministries to raise awareness about its objectives and anticipated impact.
