The Bihar Government has announced financial assistance and a government job for an eligible member of the family of late Bharat Tiwari, following the submission of an interim report by the judicial inquiry commission probing his death in a police encounter in Bhojpur district. The decision, disclosed on 13 August, comes as the case continues to generate significant political and legal pressure on the state administration.

What the Government Announced

Chief Minister Samrat Choudhary made the announcement through his official social media account, stating that the government would extend support to the bereaved family based on the commission's interim findings. He said the process of providing a government job to an eligible family member would be completed expeditiously.

Choudhary added that the government stands with the family and that the measures were being taken with their livelihood and security in mind.

The Encounter and the Controversy

Bharat Tiwari was shot by police during an encounter in Bilauti village under Shahpur police station in Bhojpur district in June this year. He later died while undergoing treatment at a hospital.

According to the police version, Tiwari was carrying an illegal firearm and allegedly attempted to fire at the officers, prompting retaliatory fire. However, the police account was called into question after a Facebook Live video recorded by Tiwari during the incident surfaced publicly. The footage appeared to show Tiwari throwing his firearm towards the police — an act his family and supporters interpreted as an attempt to surrender.

Family members and villagers alleged the incident was a pre-planned or fake encounter and demanded an impartial probe. They also highlighted Tiwari's social media activism, including his advocacy for flood victims and his criticism of alleged local administrative corruption.

Legal and Judicial Developments

The growing controversy prompted the state government to constitute a judicial inquiry commission headed by a retired High Court judge to examine the circumstances of the encounter. The commission has since submitted its interim report, on the basis of which the compensation and job announcement was made.

Separately, the case has come under scrutiny before the Chief Judicial Magistrate (CJM) court in Ara. The court reportedly took a serious view of alleged irregularities in the police action and issued non-bailable warrants against 11 officials and police personnel, including the then SDM, SDPO, and SHO of Shahpur.

Political and Social Fallout

The incident quickly escalated into a major political and law-and-order issue in Bihar. Various social organisations and opposition parties joined calls for an independent investigation. The combination of the viral video, Tiwari's public profile as a social media activist, and the subsequent judicial scrutiny gave the case an unusually high profile in the state.

With the CJM court proceedings ongoing and the judicial commission yet to submit its final report, the case is far from settled — and the government's compensation move is unlikely to fully defuse the political pressure surrounding it.
