Every year, the Brahmaputra extracts its toll. This monsoon season, Assam Chief Minister Himanta Biswa Sarma has responded with a third phase of flood relief — a package that moves beyond emergency rations to address the financial scaffolding families need to actually rebuild. Announcing the measures via a Facebook Live session, CM Sarma outlined several concrete steps for flood-affected residents across the state. On top of the earlier ₹15,000 interim assistance already disbursed, affected families will receive an additional ₹10,000 interim relief. The package also includes facilitated access to insurance payouts, waivers on electricity bills and land revenue, and grants directed at Anganwadi centres — the frontline nutrition and childcare hubs that serve some of the state's most vulnerable children. 'We are with every flood-affected family in this difficult time,' Sarma said, 'and we will work resolutely until they return to normal life.'

Why a third phase — and what it covers

Assam's annual flood cycle is among the most punishing in South Asia. The Brahmaputra river system, swollen by monsoon rains, routinely inundates large swathes of the state, displacing communities and destroying livelihoods before the waters recede. State governments have long responded in phases — immediate evacuation and food relief first, then cash transfers, then the longer-tail support that helps families get back on their feet. Phase 3 is that longer tail. The electricity bill waiver addresses the cruel irony that households disconnected by floodwaters still accumulate arrears. The land revenue relief eases pressure on farmers whose crops were submerged. Insurance facilitation is significant: navigating claim processes is notoriously difficult for rural households, and a state-assisted pathway could determine whether families actually see that money.

Anganwadi grants and the children in the margins

Anganwadi centres operate under the Integrated Child Development Services scheme, providing nutrition, pre-school education, and health check-ups to children under six and pregnant or lactating mothers. Floods frequently damage or shut these centres, cutting off services to children who have no fallback. Directing grants specifically to these facilities signals an awareness that recovery must include the youngest and most invisible victims of the disaster. This is the pattern that defines Assam's flood governance: phased cash assistance layered with sector-specific interventions, each phase addressing gaps the previous one left open. Whether the insurance facilitation mechanism delivers at scale — and how quickly the bill waivers are processed — will determine whether Phase 3 is remembered as a genuine turning point or another well-intentioned announcement. The floodwaters will recede. The harder work of rebuilding begins now.
