The Chief Minister's Office of Uttarakhand announced on Saturday, 4 July 2026 the simultaneous foundation-laying (shilnyas) and inauguration (lokarpan) of dozens of infrastructure projects spanning irrigation, roads, urban amenities, animal welfare, and tourism across Dehradun district, with a combined outlay running into hundreds of crores of rupees.

Context

The announcements cover three assembly constituencies — Doiwala, Raipur, and Mussoorie — all within Dehradun district. Projects range from the revival of minor irrigation channels and flood-protection embankments to LED street lighting, park beautification, a state-of-the-art veterinary hospital, and a video-conferencing facility inside Suddhowala Jail.

Among the largest single outlays is ₹51.02 crore for LED street lighting with poles from Mussoorie Diversion Chowk, Dehradun to Library Chowk, Mussoorie, and ₹27.50 crore for construction, strengthening and upgradation works at ISBT Dehradun.

Policy Backdrop

Several canal-revival projects in Doiwala development block address long-standing demands from farming communities dependent on minor irrigation networks such as the Shamshergadh Minor, Nanak Academy Minor, Malimolla Minor, Ghisarpadi Minor, and Harrawala Minor, with a combined allocation of ₹207.82 lakh. A separate scheme worth ₹418.83 lakh targets the revival of canals in the command area of Bullawala Canal in the same block.

The foundation stone for an Amrit Sarovar at Gram Panchayat Khadri Khadakmaaf, Doiwala — costing ₹21.04 lakh — marks a local implementation of the central scheme launched in April 2022 by the Ministry of Rural Development to rejuvenate village water bodies, here extended to tourism and water-sports development.

Two new gaushalas (cattle shelters) for stray and destitute bovines were among the foundations laid: one at Gram Majri, Doiwala at ₹489.04 lakh and another at Gram Bhopalpani, Raipur at ₹190.59 lakh, reflecting the state government's continued emphasis on animal-welfare infrastructure.

Stakeholders and Impact

Farmers across the Doiwala and Raipur blocks stand to benefit most directly from the irrigation revival works, which include the reconstruction and underground laying of an old irrigation channel (gool) from Ring Road Natthanpur through Alaknanda Enclave and Vivekananda Gram to Rajeshwaripuram at ₹71.82 lakh. Flood-protection works worth ₹422.53 lakh along the Raipur stretch from the iron bridge to Saung Bridge are aimed at safeguarding riverside settlements ahead of future monsoons.

Urban residents and tourists on the Dehradun–Mussoorie corridor will see upgrades including landscaping on the Jhadipani Trek in Mussoorie assembly segment (₹499.50 lakh), park development near Rispana river in Gangotri Vihar (₹247.60 lakh), and beautification of Gaura Devi Park with an artificial lake (₹614.33 lakh) in Raipur constituency. A new bathing ghat at Haripur Kalsi costing ₹752 lakh adds pilgrimage and recreational infrastructure.

Inaugurated works include a state-of-the-art large-animal veterinary hospital in Doiwala at ₹625.40 lakh, a ₹180.28 lakh video-conferencing facility at Suddhowala Prison, reconstruction of Government Girls Inter College, Ajabpur Kala, Raipur at ₹128.21 lakh, and upgradation of the Dharkot–Ladwakot Motor Road (5.20 km) in Doiwala at ₹449.48 lakh.

What's Next

With the monsoon season already under way, physical progress on the flood-protection and canal-renovation projects will be closely watched. The Uttarakhand Horticultural Integrated Development Society PMU office building sanctioned at ₹250 lakh and the Kawnli Canal Harvanshwala Minor strengthening project at ₹92.98 lakh are among works that will require timely tendering and execution to deliver benefits before the next agricultural season.

Supplementary budget provisions for similar bundled development drives in the remaining assembly segments of Dehradun and other hill districts are expected to follow as the state advances its infrastructure calendar.
