New Delhi, Aug 7 (NationPress) Praising the newly established policy on school fee regulation, Delhi Chief Minister Rekha Gupta expressed on Thursday that the government is committed to preventing all profit-driven schemes devised by dishonest institutions that impose unjustifiable fee increases.

Speaking with journalists after engaging with parents at the Assembly premises, CM Gupta stated, “For the first time since 1973, a Delhi government is steadfastly supporting parents, ensuring no behind-the-scenes manipulation concerning fee matters.”

She conveyed a direct message to schools: “If you are involved in education, recognize that you are serving the community, not operating a business. If profit is your goal, Delhi will not provide that opportunity.”

“If you plan to open a school in Delhi, your focus must be on delivering quality education to students and charging fees only to cover your essential costs. Beyond that, the government will not endorse profit-seeking motives,” she emphasized.

To ensure the success of Delhi’s youth, the government is prepared to take all necessary measures, vowing to enhance the educational infrastructure throughout the city.

The Chief Minister also criticized the previous Aam Aadmi Party (AAP) government for neglecting the needs of students and parents who have suffered due to private schools’ actions.

“The BJP government has accomplished what the AAP government failed to achieve,” she noted.

These comments come in light of the upcoming presentation of the Delhi School Education (Transparency in Fixation and Regulation of Fees) Bill, 2025, in the Assembly.

She characterized this bill as a crucial step towards regulating private school fees, aimed at instilling predictability, transparency, and accountability in the fee structures of private unaided schools across the capital.

Education Minister Ashish Sood previously stated that the Bill establishes a robust institutional framework to guarantee transparency and accountability in private school fee management, involving all stakeholders—parents, teachers, and school administrators.

The Minister elaborated that the Bill suggests a transparent and inclusive three-tier structure, including a school-level committee, a district-level appellate committee, and a state-level revision committee to ensure fair resolution of fee-related disputes.

The Bill explicitly prohibits any coercive measures against students for non-payment of fees.

He mentioned that violations would incur a penalty of Rs 50,000 per student, which would double after 20 days and triple if unresolved after another 20 days.

“For significant non-compliance with fee regulations, schools may face fines of up to Rs 10 lakh. In severe or repeated instances, the Director of Education has the authority to suspend recognition or take over the school’s administration to ensure compliance,” he added.

Point of View

I emphasize the importance of this decisive action by the Delhi government. It reflects a commitment to uphold the rights of parents and students against profit-driven motives in education. Ensuring quality education while maintaining fair fee structures is crucial for the overall development of our society. This proactive approach is necessary to foster an equitable educational environment.
