The session will commence on September 8 with Question Hour, followed by condolence motions for the rest of the day before the House is adjourned.
On September 9 and 10, Question Hour and regular business will precede the introduction of the five bills. Additionally, Chief Minister Bhupendra Patel will propose a special congratulatory resolution to celebrate the successful completion of “Operation Sindoor”.
Explaining the legislative agenda, Patel stated that the Labour, Skill Development and Employment Department will introduce the Factories (Gujarat Amendment) Bill, 2025 to replace a previous ordinance. This bill aims to revise working hours and enhance protections, especially for women employees, as part of the government's initiative to promote industrial investment and job creation.
The Finance Department will present the Gujarat Goods and Services Tax (Second Amendment) Bill, 2025, which seeks to align state law with the GST Council's recommendations and ensure consistency with central GST regulations.
To simplify business procedures and promote digitization, the Industries and Mines Department will introduce the Gujarat Jan Vishwas (Amendment of Provisions) Bill, 2025. In the health sector, two significant bills are on the docket.
The Gujarat Medical Practitioners (Amendment) Bill, 2025 aims to rename the regulatory body for Ayurvedic and Unani practitioners as the “State Medical Council” instead of the current “Board”, in accordance with Central guidelines.
Furthermore, the Gujarat Clinical Establishments (Registration and Regulation) (Amendment) Bill, 2025 will offer clinical institutions more reasonable timelines for mandatory registration under the 2021 Act.
“These amendments are intended to foster a more industry-friendly atmosphere, guarantee worker welfare, synchronize with national tax laws, and enhance healthcare oversight throughout the state,” Patel affirmed.
