Gujarat CM Bhupendra Patel orders new SOP to fast-track project approvals
Synopsis
Key Takeaways
Gujarat Chief Minister Bhupendra Patel on Wednesday, 27 May directed the state's Chief Secretary to draft a new standard operating procedure (SOP) aimed at eliminating procedural bottlenecks in development projects across Gujarat, with a particular focus on expediting land acquisition clearances and no-objection certificates (NOCs) from departments including the Forest Department. The directive came during a state cabinet meeting held in Gandhinagar.
New SOP to Cut Red Tape on Project Clearances
State government spokesperson and minister Jitu Vaghani briefed reporters after the meeting, saying the Chief Minister had conducted an intensive review of stalled projects across the state. According to Vaghani, Patel stressed that approved projects must not remain held up due to procedural delays in securing permissions.
'To avoid delays after projects are approved, it is extremely necessary that permissions such as land acquisition clearances and NOCs from various departments, including the Forest Department, are obtained promptly. To speed up this process, the Chief Minister has instructed the Chief Secretary of the state to prepare a new SOP,' Vaghani said.
The move signals a push for greater transparency and administrative efficiency, with the Chief Minister reportedly emphasising public convenience as a core benchmark for government functioning.
Monsoon Preparedness on the Agenda
The cabinet meeting also reviewed the state's readiness ahead of the monsoon season. Patel directed all departments to complete pre-monsoon works at an accelerated pace and remain fully prepared to prevent disruption for citizens during the rains.
Notably, the Chief Minister instructed officials to identify immediate water sources and make arrangements to fill lakes developed by municipalities and municipal corporations in urban areas that are currently empty. According to Vaghani, the administration has been urged to act promptly to ensure uninterrupted water availability through the monsoon period.
Zero Tolerance on Construction Quality
Patel also issued strict instructions that quality must not be compromised in any ongoing construction or infrastructure work in the state. He directed engineers and officials to pay attention even to smaller technical aspects such as line-levels and flooring in buildings.
'He has instructed that there should be no deficiencies in engineering works and that engineers must not neglect even small aspects such as line-level and flooring. Wherever defects are noticed, immediate corrective measures should be taken,' Vaghani said.
Environmental and Sanitation Initiatives
The cabinet meeting additionally addressed environmental and sanitation priorities. The Urban Development Department was instructed to make funding arrangements to encourage tree plantation in municipal areas across Gujarat.
Patel also proposed creating a dedicated sanitation budget head at the gram panchayat, taluka panchayat, and district panchayat levels to strengthen Prime Minister Narendra Modi's 'Swachhata Hi Seva' campaign at the grassroots level. The measure is intended to institutionalise sanitation accountability across all three tiers of local governance.
With the monsoon weeks away and several infrastructure projects reportedly pending clearances, the new SOP — once finalised by the Chief Secretary — will be closely watched as a test of whether Gujarat can convert administrative intent into on-ground delivery.
