Emphasizing that India has ascended to become one of the top five largest economies globally within the last decade, reflecting the rapid development of Viksit Bharat, PM Modi expressed confidence that the nation would soon secure its position as the third largest economy in the world in the coming years.
In his address at the ET Now Global Business Summit 2025 in New Delhi, PM Modi underscored that this pace of progress is essential for a youthful nation like India, stressing that the country is advancing at this very momentum.
Having just returned from a fruitful visit to the US and France, the Prime Minister expressed gratitude to the citizens of Odisha, Maharashtra, Haryana, and New Delhi for their overwhelming support towards the commitment to Viksit Bharat.
PM Modi pointed out that previous governments shied away from reforms, often due to a reluctance to engage in hard work.
He further noted that the reforms being executed today are driven by a profound sense of conviction.
The Prime Minister remarked that discussions on how significant reforms could instigate transformative changes in the nation are rarely held.
He highlighted that the legacy of colonialism had become ingrained in Indian society, with remnants of the British era still influencing contemporary governance.
PM Modi referred to the common expression 'justice delayed is justice denied' which persisted for years, yet no substantial measures were taken to rectify this.
Over time, society became so accustomed to these issues that the call for change went unnoticed.
He added that there exists an ecosystem that hinders positive discussions and diverts energy towards stifling such dialogues.
PM Modi emphasized that in a vibrant democracy, it is vital to engage in discussions and debates about positive outcomes. However, he noted that a narrative has emerged suggesting that negativity equates to democracy, while discussions about positive developments are deemed a sign of weakness.
He stressed the importance of overcoming this mindset.
Reflecting on the post-independence era, PM Modi stated that numerous districts were neglected due to inadequate governance, often branded as backward and left to fend for themselves.
No one was willing to tackle their challenges, with government officials often sent there as punitive postings, he observed.
“We transformed this perspective by designating over 100 districts as Aspirational Districts,” said the Prime Minister.
Younger officials were dispatched to these areas to enhance governance at the grassroots level, focusing on indicators where these districts lagged and implementing flagship government initiatives in a mission-oriented fashion.
“Today, many of these aspirational districts have evolved into inspirational districts,” he noted.
For instance, PM Modi highlighted that in 2018, only 26% of elementary schools in Barpeta, Assam, maintained the appropriate student-to-teacher ratio, which has now reached 100%.
Similarly, in Begusarai, Bihar, the percentage of pregnant women receiving supplementary nutrition was only 21%, while in Chandauli, UP, it was at 14%; now both districts have achieved a remarkable 100%.
