The V.D. Satheesan-led Kerala government on 12 June carried out its first major restructuring of the state police leadership, transferring around 30 senior IPS officers from the level of district police chiefs and above. The sweeping reshuffle, which follows a meeting between Chief Minister Satheesan and Home Minister Ramesh Chennithala, marks a decisive administrative imprint on the state's law enforcement machinery — with several officers sidelined under the previous Pinarayi Vijayan government now returning to key positions.

Key Appointments at the Top

The most consequential move is the elevation of P. Vijayan as the new Additional Director General of Police (ADGP) in charge of Law and Order — the most critical operational post in the Kerala Police hierarchy. Vijayan, who had been heading the Intelligence wing, has also been given additional charge of Cyber Operations.

H. Venkitesh has been assigned full charge as Crime Branch ADGP, while Dinendra Kashyap moves into the role of Intelligence ADGP after being shifted from the Armed Police Battalion. ADGP S. Sreejith has been moved out of Police Headquarters and appointed ADGP (Prisons), with Balram Kumar Upadhyay — who previously headed Prisons — reassigned as ADGP, Armed Police Battalion.

Inspector General-Level Shifts

At the Inspector General (IG) level, Harshitha Attalluri has been appointed IG, Police Headquarters. S. Shyam Sundar has been posted to the newly created Crime Branch X-Cadre post at the IG rank, while R. Nishanthini has been moved from Headquarters IG to Intelligence IG.

Range and City Policing Overhaul

The reshuffle has also reshuffled key range and city policing commands. Yatish Chandra moves from Kannur Range DIG to Ernakulam Range DIG. Karthik, who served as Thiruvananthapuram City Police Commissioner, has been appointed Thrissur Range DIG. Narayanan T., previously Thrissur Range DIG, has been transferred as Kannur Range DIG. Dr Arul R.B. Krishna, formerly Ernakulam Range DIG, steps in as the new Thiruvananthapuram City Police Commissioner.

Notable Returners and Significance

Among the most closely watched appointments is that of Shoukathali as Kozhikode City Police Commissioner. Shoukathali had earlier led the investigation into the murder case of T.P. Chandrasekharan and is among the officers returning to prominent law-and-order roles after years away from such assignments. Shaji Sugunan is another officer brought back into a significant operational position under this reshuffle.

The changes are widely seen as the Satheesan government's first clear signal of a shift in priorities at the top of Kerala's law enforcement structure, with the new dispensation placing its own trusted officers in command of intelligence, law and order, and city policing. Further administrative changes at lower levels of the force are expected in the weeks ahead.
