New Delhi, May 26 (NationPress) The University of Liverpool, based in the UK, is poised to launch its campus in Bengaluru by August 2026, aiming to expand the frontiers of research and innovation while nurturing a global scientific mindset, as stated by Union Education Minister Dharmendra Pradhan during the presentation of the Letter of Intent (LoI) to the university administration.
This marks the second foreign university to receive an LoI under the UGC (Setting Up and Operation of Campuses of Foreign Higher Educational Institutions in India) Regulations, 2023, and it is the fourth institution to publicly announce its establishment in India.
“The University of Liverpool’s Bengaluru campus will serve as a global hub that will expand the horizons of research and innovation, fostering a scientific mindset aimed at contributing to worldwide welfare and prosperity,” Pradhan remarked during the event.
“This LoI underscores India’s ascent as a reliable partner in the global higher education landscape. It represents yet another significant milestone in India’s mission to strengthen academic collaborations with premier global universities, a vision that aligns with the transformative goals of the National Education Policy (NEP) 2020,” he elaborated.
The Minister emphasized that sustainability, health and wellness, and economic prosperity are the shared priorities of today’s world, and universities play a crucial role in this regard.
India, guided by the principle of ‘Vasudhaiva Kutumbakam’, is well-positioned to spearhead the global agenda and fulfill its responsibilities, he noted, mentioning that by the current academic year, 15 foreign universities are projected to establish campuses in India, particularly within the STEMB fields.
Pradhan also highlighted the importance of focusing on R&D and innovation, expressing his enthusiasm that the University of Liverpool will prioritize STEM-related research, paving the way for new innovations.
“It is vital to cultivate a new generation of global citizens. The innovation center in India will yield mutual benefits for both the university and society,” he stated.
“In line with the transformative agenda of NEP 2020, internationalization has become a fundamental focus, emphasizing global connectivity, high standards, and institutional adaptability,” remarked Vineet Joshi, Interim Chair, UGC, and Secretary, Department of Higher Education, Ministry of Education.
In the meantime, the University of Liverpool has obtained formal approval from the University Grants Commission (UGC) to establish its first foreign campus in Bengaluru. The campus will welcome its first cohort of undergraduate and postgraduate students in August 2026 and will primarily offer programs in business management, accounting and finance, computer science, and biomedical sciences.
Notably, it will also launch a program in game design—a distinctive offering for a UK university campus in India, introducing this innovative subject. The new campus will also facilitate enriching global exchange opportunities, providing UK-based students with an exciting new destination for international study.
