Mumbai: Non-Compliance with Construction Dust Control Guidelines May Result in Fines Up to Rs 20 Lakh

Mumbai, Dec 28 (NationPress) In response to the declining air quality, the Mumbai Metropolitan Region Development Authority (MMRDA) announced on Saturday a set of rigorous guidelines aimed at reducing dust pollution stemming from construction activities. These initiatives are vital for improving the air quality in Mumbai and supporting sustainable urban advancement.

The new guidelines specify immediate actions to manage dust, oversee construction operations, handle debris, and regulate vehicle movement at MMRDA project sites. To enforce compliance, MMRDA has established a comprehensive penalty framework for contractors who do not follow these guidelines.

Fines for non-compliance will begin at Rs 5 lakh for initial violations, escalating to Rs 20 lakh and possibly work suspension for repeated infractions.

To effectively combat dust, MMRDA mandates the use of water sprinklers and fogging machines at all construction sites, regular water application during earth-moving tasks and on stored materials, as well as mechanical road sweeping around project areas.

Regular inspections will be executed to ensure adherence to the guidelines, complemented by thorough monitoring and reporting systems to evaluate progress.

Regarding debris management, the removal of unauthorized dumping and the optimized handling of construction and demolition (C&D) waste are required to minimize dust emissions.

Additionally, MMRDA has stressed the importance of following guidelines for vehicles transporting construction materials, which includes proper coverings and necessary permissions, alongside a total ban on waste burning at project sites.

Maharashtra Chief Minister Devendra Fadnavis emphasized the importance of this initiative, stating, "The development of the MMR must be in harmony with our environmental objectives. These measures reinforce our government's commitment to creating a sustainable and healthy urban environment for future generations."

Deputy CM and MMRDA Chairman Eknath Shinde remarked, "Enhancing the air quality in MMR is a priority for everyone. The stringent actions taken by MMRDA will play a crucial role in curbing pollution from construction activities. While we implement development projects, we also prioritize environmental protection. We are dedicated to creating a cleaner and more sustainable MMR."

Metropolitan Commissioner Sanjay Mukherjee stated, "Ensuring clean air is a joint responsibility. These guidelines reflect MMRDA’s proactive approach in harmonizing rapid infrastructure development with environmental care. We urge all stakeholders to comply and aid in fostering a cleaner Mumbai."

The guidelines are effective immediately and apply to all current and future MMRDA projects. Executive Engineers have been instructed to oversee implementation, maintain records, and provide weekly progress updates.
