New Delhi, Aug 19 (NationPress) - On Tuesday, Union Commerce and Industry Minister Piyush Goyal announced that the Jan Vishwas (Amendment of Provisions) Bill, 2025, represents a significant advancement towards trust-based governance, aimed at bolstering ease of living and ease of doing business in India.
While introducing the Bill in the Lok Sabha, Goyal urged for its referral to a Select Committee for comprehensive analysis.
He highlighted that this reform is designed to alleviate the judicial burden by granting designated officials the authority to impose penalties administratively, facilitating the resolution of minor disputes outside of the court system.
This initiative allows both individuals and enterprises to rectify minor infractions without the threat of severe legal repercussions, thus conserving time, energy, and resources.
“This reform aims at reinforcing trust-based governance and will significantly improve both ease of living and ease of doing business across the nation,” the Union Minister remarked in a post on the social media platform X.
Goyal emphasized that this initiative aligns with Prime Minister Narendra Modi’s vision for a citizen-friendly and business-oriented governance approach.

Building on the Jan Vishwas Act of 2023, which decriminalized 183 provisions across 42 Central Acts, the new Bill extends these reforms.
It seeks the decriminalization of 288 provisions spanning 16 Central Acts, involving 10 ministries and departments.
For the first time, minor infractions under 76 provisions will result in only an advisory or warning.
Imprisonment for minor or technical defaults will be substituted with monetary penalties, and fines will automatically increase by 10 percent every three years to ensure deterrence.
The Bill also proposes modifications to the Motor Vehicles Act and the New Delhi Municipal Council (NDMC) Act to simplify daily life for citizens while rationalizing penalties in various other legislations, including the Tea Act, the Legal Metrology Act, and the Drugs & Cosmetics Act.
The Select Committee of the Lok Sabha is anticipated to present its report on the Bill by the commencement of the next Parliament session.
