Bhubaneswar, Nov 28 (NationPress) Odisha Chief Minister Mohan Charan Majhi, who also oversees the Finance portfolio, on Friday introduced a Supplementary Budget amounting to Rs 17,440 crore for the fiscal year 2025-2026 in the state Assembly.

Out of the overall budget, Rs 3,389 crore has been designated for Administrative Expenditure. This includes a significant payment of Rs 1,406 crore earmarked for government debt repayment, along with Rs 133 crore allocated for the recoupment of the Odisha Contingency Fund advance. Additionally, Rs 205 crore is set for the maintenance of government residential buildings and Rs 306 crore for non-residential structures, while Rs 250 crore is designated for road and bridge maintenance.

The government has also allocated Rs 42 crore for the Zilla Parishad Election and Rs 23 crore for recruitment exams conducted by the Odisha Sub-ordinate Staff Selection Commission.

For the financial year 2025-2026, the state government has proposed a total outlay of Rs 13,716 crore for various government initiatives and priority sectors.

Within this programme expenditure, Rs 3,000 crore is allocated for the Revolving Fund for paddy procurement, and Rs 1,325 crore is set aside for subsidies under the Public Distribution System.

Moreover, the government has earmarked Rs 850 crore for payment of Minimum Support Price (MSP) and input assistance to farmers through the Samrudha Krushaka Yojana.

A considerable amount has also been directed towards support programmes in sectors such as dairy, poultry, fisheries, groundwater, and cooperatives.

The Odisha government has allocated Rs 994 crore for the National Health Mission, a centrally sponsored scheme, and Rs 295 crore for its flagship initiative aimed at women's empowerment, SUBHADRA Yojana.

In the Supplementary Budget, Rs 405 crore is reserved for the Mission Shakti Programme, with Rs 426 crore proposed to be spent under the National Rural Livelihood Mission.

Additionally, the state government has allocated substantial amounts for various flagship programmes under the Forest and Environment, Panchayati Raj, Rural Development, Industries, and Urban Development departments for the fiscal year 2025-2026.

To finance the Supplementary Budget, the government plans to accommodate allocations under Administrative Expenditure and Transfers to Local Bodies through adjustments and surrenders.

Funds allocated for Disaster Management will be supported by resources from the National Disaster Risk Management Fund (NDRMF).

Out of the Rs 13,716 crore designated for Programme Expenditure, Rs 1,232 crore will be sourced from tied-up resources, while the remainder will be covered through savings and year-end surrenders.

Earlier this year, CM Majhi had presented an annual budget of Rs 2.90 lakh crore for 2025-26 in February.
