Over 400,000 Backlog Positions for SC, ST, OBC Filled Since 2016: Government

New Delhi, Dec 20 (NationPress) More than 400,000 backlog positions in government employment allocated for Scheduled Caste (SC), Scheduled Tribe (ST), and Other Backward Class (OBC) candidates have been successfully filled since 2016, as reported to the Parliament.
Minister of State for Personnel, Jitendra Singh, stated in a written response to the Rajya Sabha that the process of occurrence and filling of vacancies, including those reserved for backlog, is an ongoing effort.
He mentioned that instructions have been issued to all ministries and departments of the central government to form an in-house committee tasked with identifying backlog reserved vacancies, investigating the underlying causes of these vacancies, and implementing measures to address the factors leading to such gaps, including special recruitment initiatives.
Each ministry or department is mandated to appoint an officer of the rank of Deputy Secretary or higher as a Liaison Officer to ensure compliance with the orders and reservation guidelines.
Furthermore, each ministry or department is required to establish a special reservation cell to support the Liaison Officer.
In response to another inquiry, the minister also indicated that the government has launched the ‘Initiative for Increasing Efficiency in Decision Making in Government’ to align with the 'Minimum Government, Maximum Governance' policy.
This initiative, which aims to boost efficiency in decision-making, has been incorporated into the Central Secretariat Manual of Office Procedure, adopting a four-pronged strategy focusing on delayering, delegation, digitization, and the desk officer system, implemented across all Ministries and Departments. In November 2024, the Government issued directives to review the disposal levels and submission channels in Ministries/Departments, ensuring that these levels do not surpass four.
Mission Karmayogi is a governmental initiative aimed at enhancing the skills, attitudes, and knowledge of government employees, focusing on building capacity in domain, functional, and behavioral competencies.
A significant aspect of this mission is the digital learning platform – IGOT Karmayogi, which offers over 1,500 courses designed to help civil servants upgrade their skills in governance, policy execution, and technology. This platform promotes more effective public service delivery and fosters efficiency, accountability, and transparency within the public service, Singh elaborated.
