New Delhi, Sep 27 (NationPress) In a bid to enhance development initiatives at the panchayat level, the Ministry of Panchayati Raj is set to introduce the People’s Plan Campaign (PPC) 2025-26: “Sabki Yojana, Sabka Vikas” Abhiyaan across all States and Union Territories starting October 2, according to an official announcement.
This initiative aims to kickstart the preparation of Panchayat Development Plans (PDPs) for the upcoming Financial Year 2026-27.
Since its inception in 2018, the People’s Plan Campaign has empowered Panchayats to create evidence-based, convergent, and inclusive PDPs that reflect local needs while aligning with national objectives through Special Gram Sabha meetings.
This endeavor fosters deeper participatory planning and bolsters grassroots institutions nationwide.
According to data from the eGramSwaraj Portal, over 18.13 lakh Panchayat Development Plans have been uploaded since 2019-20, including Gram Panchayat Development Plans (GPDPs), Block Panchayat Development Plans (BPDPs), and District Panchayat Development Plans (DPDPs); more than 2.52 lakh Plans are specifically related to the ongoing exercise for 2025-26.
The Ministry of Panchayati Raj has commenced virtual meetings with State/UT Departments and stakeholders to prepare for the People’s Plan Campaign 2025-26.
On Friday, Sushil Kumar Lohani, Additional Secretary of MoPR, conducted a virtual session with States/UTs and State Institutes of Rural Development & Panchayati Raj (SIRD&PRs) to review preparations and discuss the rollout strategy as per the statement.
To promote convergence and grassroots engagement, MoPR has urged 20 Line Ministries/Departments to involve their State/UT departments actively in special Gram Sabha meetings.
States/UTs have been instructed to activate monitoring platforms, appoint nodal officers, train facilitators, finalize Gram Sabha schedules, and display Public Information Boards by the end of September.
The Special Gram Sabhas convened on October 2 will signify the official launch of the People’s Plan Campaign (PPC) 2025-26.
This campaign aims to reinforce participatory, transparent, and accountable local governance. Gram Sabhas will review previous GPDPs using digital tools (eGramSwaraj, Meri Panchayat App, Panchayat NIRNAY), evaluate progress, address delays, and prioritize incomplete tasks with unspent Central Finance Commission grants, as stated.
Planning will be steered by the Panchayat Advancement Index (PAI), ensuring effective utilization of SabhaSaar, enhancing Own Source Revenue (OSR), and encouraging broader community involvement.
