Rajasthan Assembly Presents Bill to Govern Coaching Centres

Jaipur, March 19 (NationPress) The Rajasthan government has put forth a new Bill in the Assembly on Wednesday, designed to curb student suicides and regulate coaching centres throughout the state.

The proposed legislation, titled the Rajasthan Coaching Institute Controlled and Regulation Bill, 2025, encompasses stringent measures aimed at overseeing the functioning of coaching centres.

As per this Bill, coaching institutes are prohibited from imposing arbitrary fees.

Students will have the flexibility to pay their fees in four installments rather than a single payment. Should a student decide to leave the coaching centre before completing the course, the institute is obligated to refund the remaining fees within 10 days. Adjustments will also be made for hostel fees in such cases.

Coaching centres accommodating 50 or more students will be mandated to register.

Failure to adhere to the stipulations of this Bill may lead to penalties, revocation of registration, and even seizure of property.

A first-time infraction will incur a penalty of Rs 2 lakh, while a subsequent violation will result in a fine of Rs 5 lakh.

Continued non-compliance by a coaching centre will culminate in the cancellation of its registration.

In cases where a coaching centre persists in violating regulations and neglects to pay fines, its property may be confiscated.

To ensure adherence to these regulations, the Rajasthan Coaching Centre Authority will be formed.

This authority will be led by the Secretary of the Higher Education Department and will include officials from various education and law enforcement agencies, a psychologist, a nominee from the finance department, representatives from coaching centres, and members from parent committees.

The Joint Secretary of the Higher Education Department will act as the member secretary.

Additionally, 24-hour call centres will be established at the district level to handle student grievances.

A district committee, headed by the Collector, will oversee the registration and monitoring of coaching centres.

This committee will comprise the Superintendent of Police, Urban Body Commissioner, Chief Medical Health Officer, District Education Officer, a nominated member of the Collector, and the Additional District Magistrate.

The committee will possess powers akin to those of a civil court.

Every coaching centre accommodating 50 or more students must register with the District Committee, which will issue a registration certificate.

Failure to adhere to regulations may result in non-renewal of registration.

Routine inspections will be carried out to guarantee compliance.

The physical space of coaching centres must allocate at least one square metre per student, follow fire safety and building security regulations, and maintain necessary first aid kits and referral services.

Complete electrification of coaching centres is also a mandatory requirement.

A code of conduct will be instituted for coaching centres, banning arbitrary fees and deceptive advertisements.

Coaching centres are required to provide full receipts for fees and offer study materials and notes at no additional cost.

Teachers employed in government schools and colleges will not be allowed to teach in coaching centres, with district-level committees ensuring adherence to this regulation.

If a coaching centre has multiple branches, each branch will be regarded as a separate entity requiring individual registration.

Registrations will be valid for three years and must be renewed accordingly.

Mandatory counselling and psychological support will be provided, with inspections confirming that students receive adequate mental health assistance.

Coaching centres must facilitate career counselling and host stress-relief activities such as meditation, yoga, and workshops to support the well-being of students.
