Union Minister of State for Youth Affairs and Sports Raksha Khadse on 23 July chaired a high-level meeting in New Delhi bringing together senior officials from the Government of India and the Government of Maharashtra to chart a comprehensive roadmap for strengthening the state's sports and youth development ecosystem. The deliberations, held in the spirit of cooperative federalism, spanned institutional reforms, high-performance sport, athlete development, and governance frameworks aimed at positioning Maharashtra among India's foremost sporting states.

The meeting was attended by Pravinsinh Pardeshi, Chief Executive Officer of MITRA; Hari Ranjan Rao, Secretary (Sports), Government of India and Director General of the Sports Authority of India (SAI); Ram Singh, Secretary, SAI; Ranjit Singh Deol, Principal Secretary (Sports), Government of Maharashtra; and R. Vineel Krishna, Joint Secretary (Khelo India), Department of Sports, Government of India. The breadth of representation underscored the Centre-state convergence being sought on sports policy.

Reform Agenda: What Was Discussed

The deliberations covered a wide reform agenda with an athlete-centric focus. Key areas included institutional reforms in sports governance, strengthening high-performance systems, capacity building of coaches through structured Continuous Professional Development (CPD) programmes, and enhanced sports science support. Officials also discussed robust athlete development pathways, strengthening Mission Lakshyavedh, a comprehensive assessment of Khelo India Centres, and sustainable sports infrastructure development.

Additional agenda items included professional management of sports facilities, digital athlete management systems, greater private sector participation, international collaborations for knowledge exchange, and reforms in Maharashtra's competition structure to ensure transparent and merit-based athlete progression. The implementation roadmap for Project Mahadevaa was also reviewed during the session.

Youth Affairs and Institutional Mechanisms

Beyond sport, the meeting deliberated on measures to strengthen Maharashtra's Youth Affairs ecosystem. Discussions centred on dedicated institutional mechanisms, enhanced youth engagement, leadership development, and greater convergence among stakeholders — signalling a broader push that extends beyond elite athletics to grassroots youth empowerment.

What the Government Said

Chairing the meeting, MoS Khadse emphasised that close collaboration between the Union and state governments is essential for achieving the objectives of the Khelo Bharat Niti and realising the vision of Viksit Bharat under the leadership of Prime Minister Narendra Modi. She noted that the proposed reforms would complement the vision of Chief Minister Devendra Fadnavis to further consolidate Maharashtra's standing as a leading sporting state through institutional reforms, professional governance, and sustained investment in athlete development.

The meeting concluded with a shared commitment from both governments to advance these reforms through continued cooperation, with the overarching goal of building a globally competitive sports ecosystem and creating greater opportunities for athletes and youth across Maharashtra.
