Kolkata, Feb 16 (NationPress) The Election Commission of India (ECI) reiterated on Monday that the letters sanctioning financial assistance under various Central and state housing finance initiatives from the West Bengal government will not be recognized as legitimate identity documents during the ongoing Special Intensive Revision (SIR) in the state.
The ECI's office in New Delhi has also communicated this decision to the West Bengal Chief Electoral Officer (CEO) regarding this matter.
The housing schemes affected include the Indira Awas Yojana (IAY), Pradhan Mantri Awas Yojana (PMAY), and the West Bengal government's own financial assistance program, Banglar Bari.
This ruling by the ECI has raised some confusion, as among the 13 types of identity documents listed by the Commission, one includes “any land/house allotment certificate by the Government.”
However, insiders from the CEO's office clarified the distinction between “any land/house allotment certificate by the Government” and “financial assistance sanction letters under any state or Central housing finance scheme.”
According to these insiders, while “any land/house allotment certificate by the Government” identifies a specific plot of land or house allocated to the voter, the “financial assistance sanction letters” do not provide such specificity.
“The latter simply indicates that a voter has received funds for purchasing or constructing a home, but it does not identify the actual property. Therefore, these letters are not equivalent to land or house allotment certificates,” explained a source from the CEO's office.
Furthermore, the ECI had made it clear at the start of the hearing sessions regarding claims and objections on the draft voters list about the difference in legal definitions between the two types of documents.
“Nonetheless, some electoral registration officers (EROs) and assistant electoral registration officers (AEROs) have mistakenly accepted these financial assistance letters as valid identity proofs during the SIR hearing sessions. If the Commission wishes, it can request clarifications from the concerned EROs and AEROs,” the CEO's office insider added.
