Will ECI Establish Strict Guidelines for Voter Document Scrutiny?
Synopsis
Key Takeaways
Kolkata, Feb 13 (NationPress) The complete panel of the Election Commission of India (ECI) is set to convene a significant virtual meeting with leading electoral officials in West Bengal, including district magistrates and electoral officers, on Friday. This meeting comes just before the onset of the scrutiny phase for voters’ identity documents, set to begin on Saturday.
The extended timeline for handling claims and objections regarding the draft voters’ list will conclude on Saturday, with the scrutiny phase for the identity documents submitted during the hearing sessions running until February 21.
During this time, micro-observers appointed by the ECI for the ongoing special intensive revision (SIR) have reported numerous violations of the guidelines set by the Commission, particularly concerning the acceptance of identity documents that are not on the ECI's approved list.
“This will be a key discussion point in today’s virtual meeting, starting at 11 a.m., where the Commission is anticipated to reiterate to all relevant electoral officers the necessity of recognizing only the 13 ECI-approved documents as valid identity proof,” revealed an insider from the Chief Electoral Officer (CEO) office.
Additionally, it is expected that the ECI will instruct the CEO’s office to issue show-cause notices to electoral registration officers (EROs) and assistant electoral registration officers (AEROs) who have accepted “unlisted” documents, despite prior reminders about the acceptance of only the specified 13 documents.
Another critical item on the meeting agenda will be the finalization of housing complexes in the state designated for temporary polling booths for the upcoming Assembly elections in West Bengal.
The CEO’s office has already identified 78 housing complexes and submitted this list to the ECI’s headquarters in New Delhi.
Furthermore, a discussion regarding the number of phases for the West Bengal Assembly elections will take place. The CEO’s office has proposed a single-phase election this time, while emphasizing that the final decision lies with the Commission.
The conclusive voters’ list for West Bengal is scheduled for publication on February 28, marking the end of a dynamic special intensive revision process in the state. Following this, the ECI plans a two-day visit to West Bengal starting March 1 to assess the situation post-SIR, after which polling dates for the Assembly elections will be announced.
