The West Bengal government has forwarded a panel of three Indian Administrative Service (IAS) officers to the Election Commission of India (ECI) for the appointment of a new Chief Electoral Officer (CEO) for the state. The development follows a series of administrative reshuffles triggered by the formation of the new state government under Chief Minister Suvendu Adhikari.

The Three Names on the Panel

The new state government has recommended three officers for the ECI's consideration: Neelam Meena, Tanmay Chakrabarty, and Moumita Godara Basu. Meena is the seniormost of the three, belonging to the 1998 batch of the IAS. Chakrabarty is from the 2006 batch, while Basu is a 2007-batch officer. The ECI will select one of them to fill the vacancy.

What Led to the Vacancy

The previous CEO of West Bengal, Manoj Kumar Agarwal — a 1990-batch IAS officer of the West Bengal cadre — was elevated to the post of Chief Secretary of the state after the Bharatiya Janata Party (BJP)-led cabinet under Chief Minister Adhikari assumed office. Agarwal had originally taken charge as CEO in March 2025, prior to which he served as Additional Chief Secretary handling fire and emergency services, forest, and disaster management under the previous Mamata Banerjee-led government.

Simultaneously, Subrata Gupta — who had served as the ECI-appointed special poll observer for the state — was appointed as chief advisor to the new Chief Minister. Both Agarwal and Gupta were credited with overseeing the Special Intensive Revision (SIR) exercise and ensuring the smooth conduct of the recently concluded Assembly elections.

The Broader Administrative Churn

The administrative reshuffles in West Bengal date back to the announcement of Assembly election dates by Chief Election Commissioner Gyanesh Kumar in March 2025. At that point, the ECI removed the then Chief Secretary, Nandini Chakrabarty, replacing her with Dushyant Nariala. After the new government took charge, Nariala was transferred as the state's Resident Commissioner in Delhi, with Agarwal stepping into the Chief Secretary's role.

Notably, Nandini Chakrabarty has since been assigned a sensitive post as principal coordinator for development works directly under the Chief Minister's Office (CMO). In that capacity, she is currently overseeing the critical task of facilitating the handover of land to the Border Security Force (BSF) for erecting barbed wire fencing along the international border with Bangladesh.

What Happens Next

The ECI will now review the panel and formally appoint one of the three recommended officers as the new Chief Electoral Officer of West Bengal. The appointment is significant given the state's electoral sensitivity and the ongoing administrative transition following the change of government. The new CEO will be responsible for overseeing electoral rolls and future poll preparations in one of India's most politically contested states.
