Vibrant Gujarat 2027: CM Bhupendra Patel pitches policy stability to global investors
Synopsis
Key Takeaways
Gujarat Chief Minister Bhupendra Patel on Monday, 31 August called on global investors to partner in building a 'Viksit Gujarat' for a 'Viksit Bharat' by 2047, asserting that policy stability, transparent decision-making and swift governance had made the state a premier investment destination. He was speaking at the curtain-raiser of the Vibrant Gujarat Global Summit (VGGS) 2027 held at Bharat Mandapam in New Delhi.
What Patel Said
Bhupendra Patel underscored that Gujarat's investment proposition extends well beyond land and physical infrastructure. “Policy stability, transparency and speed attract investment,” he said, pointing to the ecosystem the state has built around these three pillars. He added that skilled manpower, institutional trust and security were equally central to the state's appeal.
Patel also invoked the Gujarati principle of 'Je Kehvu Te Karvu' — roughly, 'deliver what you promise' — to describe how the state had translated ambitious ideas into ground-level outcomes under the Vibrant Gujarat framework.
About the Vibrant Gujarat Global Summit 2027
The main summit is scheduled from 10 to 12 January 2027, and will be held under the theme 'Viksit Gujarat – Shaping Global Future'. First launched in 2003 under then-Chief Minister Narendra Modi, the summit has over two decades grown into what organisers describe as a symbol of global investor confidence in the state and a platform for knowledge exchange.
VGGS-2027 will focus on emerging and future-oriented sectors, including semiconductors, fintech, green hydrogen, artificial intelligence, defence manufacturing, and green growth. Patel noted that while Gujarat had already established capabilities in traditional industries such as manufacturing and diamonds, it is now positioning itself to lead in these next-generation sectors.
Alignment with National Development Goals
Patel linked the summit's agenda to the Saptadhara — the seven development streams outlined by Prime Minister Narendra Modi on Independence Day. He said Gujarat would use VGGS-2027 to leverage its strengths across manufacturing, agriculture, technology, Gati Shakti, the green and blue economies, and cultural soft power.
“The Vibrant Gujarat initiative reflected 25 years of continuous development and had helped position Gujarat not only as an investment destination but also as a growth engine for the country,” Patel said.
Call to Investors
The Chief Minister urged business leaders to treat their investments as drivers of broader development — creating employment, strengthening India's innovation ecosystem and contributing to the country's long-term growth. He framed the 'Development with Delivery' model as Gujarat's core governance philosophy, one that extends beyond physical infrastructure to encompass human capital and institutional reliability.
With the main summit now under five months away, the New Delhi curtain-raiser marks the formal start of what is expected to be an intensive global investor outreach campaign ahead of January 2027.
