Kochi, June 27 (NationPress) The Kerala High Court has mandated the initiation of a case and investigation concerning the appointment of V.A. Arun Kumar, the son of the critically ill former Chief Minister V.S. Achuthanandan, as the acting director of the state-operated Institute of Human Resources Development (IHRD).
The court has also instructed that Arun Kumar's qualifications be scrutinized, questioning whether any political influence led to the overlooking of eligibility requirements for the son of a former Chief Minister.
It noted that per UGC guidelines, a candidate must possess seven years of teaching experience; however, it raises eyebrows that an individual with only clerical experience was elevated under potential political pressure.
This court ruling was prompted by a petition filed by Dr. Vinu Thomas, a Professor and Dean from Kerala Technological University, who highlighted this issue.
Dr. Thomas's petition contended that the Pinarayi Vijayan administration modified the eligibility standards for the IHRD Director role to facilitate Arun Kumar's appointment.
The qualifications for the IHRD Director role, as specified in the IHRD Act, typically include a postgraduate degree in engineering, 15 years of teaching experience, the capability to guide PhD candidates, and a verified history of supervising two doctoral students, in alignment with the benchmarks established by the Indian Institute of Technical Education (IICTE).
However, under the revised eligibility criterion, instead of teaching experience, any individual who has served as an Additional Director will now be eligible for the Director position.
Arun Kumar was reportedly appointed as an Assistant Director in the IHRD during the CPI-M-led Left government under E.K. Nayanar in 1997 and has since occupied various roles within the organization, including Managing Director of COIRFED and Joint Director at the IHRD.
Additionally, in 2017, following the Vijayan government's assumption of power, the Vigilance and Anti-Corruption Bureau cleared him of any wrongdoing, and his appointment was affirmed after Congress legislator P.C.
