What the Chair Said

Jagdambika Pal, presiding over a later sitting, urged Opposition members to maintain the decorum of the House. Earlier, Dilip Saikia in the Chair had appealed to members to be seated so that Zero Hour could proceed and 'significant issues' affecting the country could be taken up.

'This behaviour is not good for democracy... Do you not want the House to function?' the Chair asked, as Opposition parliamentarians continued raising slogans in the well of the House.

Speaker Birla, addressing the House earlier, reiterated that 'the Parliament is the highest forum of democracy and time will be allotted to everyone to speak.'

PM Modi's Appeal at Session's Start

Prime Minister Narendra Modi, speaking to the media at the start of the Monsoon Session, called on parliamentarians to engage in productive debate. He said that amid global uncertainties, India requires the knowledge of experienced parliamentarians to ensure Parliament functions smoothly and to foster 'a collective determination to advance the nation.'

'When arguments and evidence are solid, one can effectively convey their message even in a composed manner. I hope that the discussions in the House will benefit from such reasoning and evidence. May every voice have a chance to be heard, and may every concept receive due respect,' the Prime Minister said.

A washout on the opening day of a parliamentary session is not unprecedented — Opposition disruptions have derailed the first day of multiple recent sessions, including the Budget Session and the Winter Session of recent years. However, seven adjournments in a single day underscores the depth of the current political standoff.
