Imphal, April 24 (NationPress) The government of Manipur has officially adopted the Central government’s Child Care Leave (CCL) policy for female employees and single male staff with children under 18 years old, as per reports from officials.

Finance Commissioner N. Ashok Kumar stated that the Governor-in-Council convened on Thursday and approved the adoption of two significant Central government policies concerning paid leave, particularly aimed at supporting working women.

He explained, “Women employees and single male employees with minor children may be granted Child Care Leave by an authority competent to grant leave for a maximum period of 730 days during their entire service to care for up to two eldest surviving children, whether for rearing or addressing their needs such as examination, illness, etc.”

Kumar emphasized the importance of child care leave for several reasons, which include supporting working mothers and fulfilling constitutional mandates.

Recognizing the dual responsibilities faced by employees, especially women who are both professionals and caregivers, the council decided to implement the Central Government's Child Care Leave (CCL) for women and single male staff with children under 18.

The official noted that given the potential trauma associated with stillbirth or the death of a child shortly after birth—which can significantly affect a mother's life—the government has introduced a Special Maternity Leave (SML) of 60 days for female employees in the event of a child's death shortly after birth or stillbirth, subject to specific terms and conditions.

This SML is separate from standard maternity leave and is granted under particular circumstances, especially concerning stillbirth or the death of an infant within days of birth.

The aim of the SML is to offer emotional and physical support to mothers suffering trauma or distress due to these incidents, ensuring they have time to recover without the added worry of financial loss or job insecurity, as per the statement. It further highlighted the necessity of providing Child Care Leave to female employees to promote equal opportunities within the workplace.

The Governor-in-Council noted that the state policies align with Central Government provisions.

Furthermore, the implementation of Child Care Leave and Special Maternity Leave underscores the government’s united commitment to supporting employees in their roles as professionals and parents, cultivating a compassionate and progressive work environment.

According to an official from Raj Bhavan, Governor Ajay Kumar Bhalla presided over the meeting of the Governor-in-Council. Chief Secretary Prashant Kumar Singh, along with Principal Secretaries, Commissioners, and Administrative Secretaries from various departments, participated in the meeting.

“During the assembly, numerous agenda proposals were discussed, relating to various developmental and governance matters,” the official reported.

Manipur has been under President’s Rule since February 13, just four days following the resignation of N Biren Singh from the Chief Minister’s post.
