Officials were put on notice that strong performance would be rewarded with trust, while failure to act in a people-friendly manner would invite direct action from the Chief Minister's office.
Drought Relief and Agriculture Directives
Shivakumar directed district administrations to ensure that drought relief reaches all affected people without delay. He specifically instructed officials to prevent shortages in fertiliser supply and to implement lake-filling initiatives wherever required. The Chief Minister acknowledged the gravity of the drought situation while noting that Karnataka's water reserves remained relatively stable compared to other parts of the country.
Inter-State Water Disputes and River-Linking Proposal
On the water resources front, Shivakumar disclosed that the state government had held high-level discussions with the Chief Ministers of Telangana and Andhra Pradesh, as well as Union ministers, to find durable solutions to inter-state water disputes.
'We have held historic discussions on resolving inter-state water issues. The Centre has responded positively to the proposal for linking the Krishna, Cauvery and Godavari rivers through a project estimated to cost around ₹1 lakh crore. We have decided to rise above political differences and work together in the larger interest of the people,' he said. This river-linking proposal, if approved, would rank among the most ambitious water infrastructure projects in peninsular India.
Electoral Roll Revision and Voter Rights
Shivakumar also addressed the ongoing Special Intensive Revision (SIR) of electoral rolls, stressing that no eligible voter should be disenfranchised. He directed Booth Level Officers (BLOs) to visit every household at least three times to verify voter inclusion.
'Not even a single eligible voter should lose his or her voting rights. This is not about politics; it is about protecting the constitutional right of every citizen,' he said, adding that there could be no compromise on the matter.
Continuity of Development Projects
The Chief Minister assured that all development projects initiated during the previous Congress government under former Chief Minister Siddaramaiah would continue uninterrupted and would, in fact, be accelerated. Notably, Janata Dal (Secular) (JD(S)) MLA Karemma Nayak from Devadurga praised Shivakumar at the meeting, saying he had adopted a non-partisan approach to development and was ensuring projects were implemented without political discrimination — a rare cross-party endorsement that underscored the tone of the review.
With drought conditions persisting across parts of Karnataka and the monsoon performance still uncertain, the pressure on district administrations to deliver measurable relief outcomes is set to intensify in the weeks ahead.
