Chief Minister C. Joseph Vijay on Thursday, 21 May carried out the first major expansion of the Tamil Nadu Cabinet, inducting 23 new ministers and simultaneously restructuring key portfolios across the Tamilaga Vettri Kazhagam (TVK)-led government. The reshuffle, executed less than two weeks after the Vijay government assumed office, is widely seen as an effort to balance regional, social, and alliance considerations while filling departments that had remained unassigned since the initial formation.

Congress Returns to Tamil Nadu Government

Among the most politically significant developments was the induction of Congress representatives into the ministry — the party's first entry into the Tamil Nadu government in nearly six decades. S. Rajesh Kumar of Killiyoor and P. Viswanathan of Melur were sworn in as ministers. Rajesh Kumar was assigned the Tourism portfolio, while Viswanathan was given charge of Higher Education, including Technical Education, Electronics, Science and Technology.

Key Portfolio Changes Among Senior Ministers

Chief Minister Vijay retained core departments including Home, Police, and General Administration, while adding Special Initiatives and Poverty Alleviation-related subjects under his direct control. Minister N. Anand relinquished poverty alleviation responsibilities, and R. Nirmalkumar's Law and Energy portfolios underwent modifications. In a significant internal reshuffle, K.A. Sengottaiyan was shifted from Finance to Revenue and Disaster Management. The crucial Finance, Planning and Development portfolio has been assigned to newly inducted minister N. Marie Wilson.

New Ministers and Sector Assignments

Several long-pending sectors received dedicated ministers for the first time under this government. Agriculture was assigned to Vinoth, Housing to B. Rajkumar, Artificial Intelligence and Digital Services to Kumar R., Labour Welfare and Skill Development to Mohamed Farvas, and Social Welfare and Women Empowerment to Jegadeshwari. The government also created dedicated responsibilities for Non-Resident Tamils Welfare and AI-driven digital governance initiatives, signalling its intent to address diaspora concerns and emerging technology priorities.

Officials said the cabinet expansion is expected to improve administrative efficiency and help the government address sector-specific priorities as it moves into its first full phase of governance. Notably, the inclusion of Congress ministers broadens the alliance base, while the creation of new portfolios around AI and digital services reflects a forward-looking governance agenda. This comes amid growing expectations from Tamil Nadu's electorate for swift delivery on welfare and development promises made during the election campaign. With portfolios now fully distributed, the Vijay government is positioned to shift from formation mode to policy execution.
