Nainital, June 23 (NationPress) In a significant blow to the Uttarakhand government, the Nainital High Court issued a stay on the upcoming two-phase gram panchayat elections scheduled for next month, mandating the adoption of a revised reservation rotation formula.
The elections for the three-tier rural governance system were set to take place on July 10 and July 15, with vote counting planned for July 19.
A division bench, consisting of Chief Justice G. Narendar and Justice Alok Mehra, intervened at a critical juncture when the electoral process was already well underway. The notification for the elections was expected to be issued on Monday, just before the nomination period from June 25 to June 28 for the first phase.
The bench was addressing a petition raised by Bageshwar resident Ganesh Dutt Kandpal and several others, who contended that the reserved seats had remained unchanged over the last three tenures and that the government was applying the same formula for the current elections.
One of the petitioners argued that he had been denied the chance to contest from his preferred seat due to the State Election Commission's adherence to the previous reservation formula.
As a result of the High Court's decision on Monday, the election schedule for selecting 74,499 Gram Pradhans, 55,600 Gram Panchayat members, 2,974 Kshetra Panchayat members, and 358 Zila Panchayat members will need to be restructured.
The prior plans of the State Election Commission had District Election Officers preparing to issue a comprehensive notification on Monday, setting the stage for nomination submissions from June 25 to June 28.
Candidates were expected to receive their election symbols on July 3, ahead of the voting on July 10.
The petitioner's legal representative noted that he had also contested the reservation rules that were enacted on June 9.
On June 21, Uttarakhand State Election Commissioner Sushil Kumar announced that a notification had been released, indicating that Panchayat elections for 2025 will be conducted in all 12 districts, excluding Haridwar.
His announcement triggered the immediate initiation of the Model Code of Conduct on the following Saturday.
