Authorities have approved the event to run from 10 a.m. to noon on Tuesday at the Uppalam Helipad Ground. However, attendance is capped at 5,000 individuals, with entry granted solely through QR code-enabled passes.
Additionally, police have prohibited the issuance of these passes to attendees from Tamil Nadu as a part of enhanced crowd-control strategies. To ensure basic amenities, the organizers have coordinated with authorities to provide 20 plastic water tanks, each holding 1,000 liters, positioned throughout the venue. Temporary restroom facilities have also been established for the convenience of those in attendance.
According to the schedule, Vijay will depart from his residence in Panaiyur this morning and is expected to arrive at the rally site around 10:30 a.m. via the East Coast Road. He plans to address the crowd from his campaign vehicle.
Access to the ground will be strictly limited to individuals holding valid passes. In a statement on Vijay's behalf, TVK General Secretary Bussy Anand outlined a series of strict protocols for party volunteers and supporters. Pregnant women, mothers with young children, senior citizens, individuals with disabilities, schoolchildren, and those with physical challenges have been advised against attending the rally.
Supporters are also instructed not to follow Vijay's vehicle during his arrival or departure. Citing directives from the High Court, the party has mandated that no cut-outs, banners, decorative arches, or flag-wired structures be installed on national highways or other public roads without proper authorization.
Volunteers have been cautioned against climbing on government or private buildings, compound walls, trees, vehicles, and flagpoles near the venue. Additionally, standing close to electric poles, transformers, and streetlight structures is prohibited.
In total, police have implemented 11 safety and traffic-related measures in the Uppalam area to facilitate the smooth movement of ambulances, public transport, pedestrians, and motorists, particularly ensuring the safety of women, children, the elderly, and patients.
As a precaution, the nearby Mathias Higher Secondary School and Bethany Seminary Primary School have been announced closed for Tuesday.
