West Bengal Cabinet expansion: 35 ministers to take oath on June 1
Synopsis
Key Takeaways
West Bengal Chief Minister Suvendu Adhikari on Sunday, 31 May confirmed that 35 new ministers will be sworn into the Bharatiya Janata Party (BJP) state cabinet at Lok Bhavan at 11 am on Monday, 1 June, completing the full cabinet formation. Governor RN Ravi will administer the oath of office to the incoming ministers.
What Adhikari Said
In a post on social media, Adhikari announced: 'Tomorrow, the full Cabinet of the nationalist government elected by the people of West Bengal is going to be formed. Thirty-five ministers of the West Bengal government will take oath at Lok Bhavan at 11 a.m. as part of the Cabinet expansion. His Excellency the Governor Shri RN Ravi will administer the oath to them.'
The Chief Minister did not indicate which of the 208 victorious BJP MLAs would be inducted into the ministry. Portfolio allocations are expected to follow the oath-taking ceremony.
How the Cabinet Was Built
The BJP came to power in West Bengal for the first time on 4 May, defeating the All India Trinamool Congress (TMC) in the state assembly elections. Adhikari was sworn in as Chief Minister on 9 May at the Brigade Parade Ground in the presence of Prime Minister Narendra Modi, with five other ministers joining him at that ceremony.
The six-member council of ministers — including the Chief Minister — has been governing the state since then. With 35 new additions, the cabinet will grow to a total strength of 41.
Why the Expansion Took Time
According to a source in the state BJP, the delay in finalising the cabinet was deliberate. The party received significant electoral support from nearly all districts of the state, and the top leadership was keen to ensure adequate district-level representation in the cabinet. Last week, Adhikari and BJP state president Samik Bhattacharya held separate meetings with the party's central leadership in Delhi to finalise the list.
Notably, this is the first BJP government in West Bengal's history, making the cabinet formation a politically consequential exercise watched closely by both allies and rivals.
Constitutional Limits and What They Mean
Under constitutional provisions, no state government may have ministers exceeding 15% of the total strength of its assembly. For West Bengal's 294-member assembly, this translates to a ceiling of 44 ministers. A cabinet of 41 would leave room for only 3 more additions, giving the BJP limited headroom for future expansions or reshuffles.
What Happens Next
Portfolio allocations are expected shortly after the swearing-in concludes on 1 June. The expanded cabinet will face its first major test in translating the BJP's election mandate into governance priorities across a politically diverse and historically TMC-dominated state.
