A Decade of Fiscal Progress
Chief Minister Sarma pointed to a decade of measurable gains to contextualise the Budget's ambitions. Since 2015-16, Assam's Budget size, per capita income, and own tax revenue have each risen by approximately 300 per cent, while capital expenditure has surged by nearly 900 per cent. Budget utilisation — a critical efficiency metric — has improved from 58 per cent to 85 per cent over the same period.
