Rather than covering the full arc of Phoolan Devi's life, Mehta focused on a precise and pivotal window. 'Phoolan' is an action drama that chronicles a 48-hour siege that marked an extraordinary turning point in Devi's life. The film is adapted from her autobiography, 'I, Phoolan Devi: The Autobiography of India's Bandit Queen', published by Editions Robert Laffont, and presents what Mehta describes as the formative years before the world knew her name — contrasted with the period when she had already become a misunderstood icon.
