Sao Paulo, Feb 21 (NationPress) The Brazilian government has revealed its strategic framework for artificial intelligence (AI), emphasizing that its evolution and implementation should be anchored in social inclusion, digital sovereignty, and sustainable development.
During a discussion at the India AI Impact Summit 2026 in New Delhi on Friday (local time), Brazilian representatives outlined public policies aimed at embedding AI into sectors like health care, education, public services, and digital infrastructure, as per a statement from the Brazilian presidency.
Minister of Science, Technology and Innovation, Luciana Santos, highlighted that in 2024, the government initiated the Brazilian Artificial Intelligence Plan 2024-2028, allocating 23 billion reais (approximately 4.4 billion US dollars) in public funding over the next four years, according to reports from Xinhua.
"The aim is to enhance the development, accessibility, and utilization of artificial intelligence within Brazil, directing it towards addressing national economic, environmental, and cultural challenges," she stated.
Minister of Communications, Frederico Siqueira, pointed out that to expand digital commerce and include millions of offline individuals, there is a pressing need for enhanced telecommunications infrastructure and data centers.
Minister of Health, Alexandre Padilha, expressed the ambition for Brazil to emerge as a regional leader in AI within healthcare, uniting government, scientific communities, and industry to cultivate a secure and sovereign digital health environment.
Foreign Minister Mauro Vieira stressed the importance of global governance in AI, cautioning against repeating historical mistakes.
Brazilian President Luiz Inacio Lula da Silva commended the AI Impact Summit hosted by New Delhi, noting that an ancient Indian mathematician conceptualized the binary number system, stating that the digital realm has returned to its roots.
The Brazilian leader, alongside Prime Minister Narendra Modi during the inauguration of the India AI Impact Summit 2026 at Bharat Mandapam, praised the significance of the event in a time when societies find themselves at a pivotal moment.
"For Brazil, it is a privilege to be part of the Artificial Intelligence Impact Summit organized by the Indian government, marking the first occurrence in the Global South," President Lula shared on X.
"Here in Delhi, the digital domain returns to its birthplace. It was Indian mathematicians who gave us, over 2,000 years ago, the binary system that underpins modern computing. We are gathered here to discuss one of the most pressing dilemmas of our era. Our societies are at a crossroads. The Fourth Industrial Revolution is accelerating rapidly, while multilateralism is dangerously receding. It is in this setting that the global governance of Artificial Intelligence takes on a crucial role," the visiting leader concluded.
