Prime Minister Narendra Modi and Italian Prime Minister Giorgia Meloni on Wednesday, 20 May elevated India-Italy relations to a Special Strategic Partnership in Rome, marking the highest level ever achieved in bilateral ties between the two nations. The upgrade came during Modi's visit to Italy, which Meloni described as the culmination of a relationship built with steadfastness over several years.

What Meloni and Modi Said

'The visit of the Prime Minister of India, Narendra Modi, marks the pinnacle of a journey that we have built with steadfastness and determination over these years. Today in Rome, we elevate our relationship to a special strategic partnership, that is, the highest level ever achieved in relations between our two Nations,' Meloni posted on X.

Modi, in his own post on X, called the talks 'excellent' and acknowledged Meloni's commitment to furthering the partnership. 'Bilateral ties between our nations have advanced significantly in sectors like trade, space, technology and more. In order to further deepen linkages, we have elevated our ties to a Special Strategic Partnership,' Modi wrote.

Key Agreements and Areas of Cooperation

The two leaders reviewed progress under the Joint Strategic Action Plan 2025-2029 and agreed to expand collaboration across trade and investment, defence and security, science and technology, space, energy, artificial intelligence, critical technologies, education, culture, and people-to-people ties. Both sides also welcomed the signing of a Joint Declaration of Intent — an Industrial Roadmap for co-design, co-development, and co-production of defence products.

On the institutional front, the two Prime Ministers agreed to hold annual leader-level meetings, including on the sidelines of multilateral events, along with regular ministerial and institutional-level engagements. They also expressed satisfaction at deepening defence cooperation through port visits and regular engagement of defence forces.

Counter-Terrorism Commitment

Both leaders reaffirmed their commitment to combating terrorism, agreeing to continue cooperation at bilateral and multilateral levels. According to the Ministry of External Affairs (MEA), they expressed satisfaction at the implementation of the Joint Initiative to Counter Financing of Terrorism, adopted in November 2025.

Strategic Significance

This is the first time India-Italy ties have been elevated to the Special Strategic Partnership level, a designation that places Rome among a select group of India's closest diplomatic partners. The upgrade reflects a broader Indian foreign policy push to deepen European bilateral relationships at a time when New Delhi is diversifying its strategic partnerships. This visit comes amid India's active diplomatic calendar following the Pahalgam terror attack and the subsequent Operation Sindoor, underscoring Modi's continued international outreach.

With the Joint Strategic Action Plan running through 2029, the institutional architecture for the partnership is now in place — the test will be in implementation across defence co-production, trade volumes, and technology collaboration.
