Six Pillars of the Comprehensive Strategic Partnership
The roundtable built on momentum across six established pillars of the India-Singapore partnership: advanced manufacturing, connectivity, digitalisation, healthcare and medicine, skills development, and sustainability. These pillars form the structural backbone of the CSP roadmap that both governments have committed to implementing.
Jaishankar-Balakrishnan Bilateral and New Chancery Foundation
On Wednesday, External Affairs Minister Jaishankar and his Singaporean counterpart Foreign Minister Vivian Balakrishnan held a separate bilateral meeting, exchanging views on deepening the CSP and on the current geopolitical situation. “Delighted to meet my friend FM Vivian Balakrishnan of Singapore. A detailed discussion on how to further deepen our Comprehensive Strategic Partnership. Also value his insights on the current geopolitical situation,” Jaishankar said.
The two ministers also jointly laid the foundation stone of the new Chancery complex of the High Commission of India in Singapore. Jaishankar expressed confidence that the complex would symbolise the new phase of the CSP and strengthen support for the Indian community in Singapore.
ISMR: A Growing Bilateral Mechanism
The ISMR has emerged as a critical platform for driving cooperation in new and emerging areas. Its inaugural session was held in New Delhi in September 2022, followed by the second meeting in Singapore in August 2024 and the third in New Delhi in August 2025. The fourth edition in Singapore marks a steady cadence of high-level engagement. This comes amid broader Indian diplomatic outreach across Southeast Asia, with Singapore serving as a key node in India’s Act East Policy.
Arrivals and Protocol
EAM Jaishankar arrived in Singapore on Tuesday ahead of the roundtable. Finance Minister Sitharaman was received at Changi International Airport by Simon Wong, Singapore’s High Commissioner to India, and Dr. Shilpak Ambule, India’s High Commissioner to Singapore. The ministerial-level reception underscored the diplomatic weight both sides are placing on the engagement.
With the fourth ISMR now concluded, both governments are expected to advance implementation timelines across the six cooperation pillars, setting the stage for a fifth edition likely in India.
