India and Singapore held the 19th round of India-Singapore Foreign Office Consultations (FOC) in New Delhi on 6 August 2026, reviewing the full breadth of bilateral and multilateral cooperation under the framework of their Comprehensive Strategic Partnership (CSP). The talks covered six core pillars and reaffirmed both nations' commitment to deepening ties at regional and global forums.

Who Led the Delegations

The Indian side was led by Rudrendra Tandon, Secretary (East), Ministry of External Affairs (MEA), while Singapore's delegation was headed by Luke Goh, Permanent Secretary (Policy), Ministry of Foreign Affairs of Singapore. During his visit, Goh also called on External Affairs Minister S. Jaishankar, and separately met Foreign Secretary Vikram Misri and Rajiv Mani, Secretary, Legislative Department, Ministry of Law and Justice.

Key Areas Under Review

The two sides reviewed progress under the eight key areas outlined in the Roadmap for India-Singapore Comprehensive Strategic Partnership (CSP Roadmap) — a framework that feeds into the India-Singapore Ministerial Roundtable (ISMR). Discussions centred on six specific pillars: Digitalisation, Skills Development, Sustainability, Healthcare and Medicine, Advanced Manufacturing, and Connectivity. Bilateral cooperation in defence, trade, investments, culture, and people-to-people exchanges was also on the agenda.

Regional and Multilateral Dimensions

Both delegations exchanged views on regional and global developments, reaffirming the importance of close coordination at international forums, including ASEAN. The consultations reflect a structured diplomatic rhythm between the two countries, with the previous FOC round having been held in March 2025 in Singapore.

How the Partnership Has Evolved

India-Singapore relations were elevated to a Comprehensive Strategic Partnership during Prime Minister Narendra Modi's visit to Singapore in September 2024. The CSP Roadmap was formally launched when Singapore Prime Minister Lawrence Wong visited India in September 2025, covering cooperation across economic, digital, skills, sustainability, connectivity, healthcare, cultural, and defence domains. This is the second FOC round since the Roadmap's launch, signalling an accelerated pace of diplomatic engagement.

What Comes Next

With the ISMR serving as the apex ministerial mechanism, the outcomes of this FOC are expected to feed into the next high-level meeting between the two governments. Both sides are likely to track progress on the six ISMR pillars in the months ahead, with defence and digitalisation cooperation drawing particular attention given the broader Indo-Pacific strategic context.
