Itanagar, March 6 (NationPress) The Governor of Arunachal Pradesh, Lt. Gen. K.T. Parnaik (retd), emphasized on Thursday the importance of the effective execution of government initiatives, which heavily relies on the contributions of MLAs. He urged the legislators to prioritize the state's growth and inclusive development.

Delivering his traditional address at the commencement of the five-day budget session of the state assembly, the Governor stated that the government’s vision can be realized at the grassroots through the proactive involvement of the MLAs.

“By concentrating on sectors such as education, health, tourism, infrastructure, and youth empowerment, the government aims to foster sustainable development, benefitting all citizens, and positioning Arunachal as a benchmark for progress and innovation,” Parnaik articulated to the House, revealing that the forthcoming state budget will delineate policies and initiatives aimed at establishing a ‘Viksit Arunachal by 2047’.

“The budget serves as a blueprint for progress, emphasizing infrastructure, education, healthcare, and economic prospects.”

He mentioned, “Strategic allocations will cater to varied developmental necessities, ensuring that prosperity reaches every segment of society. This budget is a testament to our pledge for a thriving and progressive Arunachal, where every citizen has the opportunity to flourish.”

“As Arunachal navigates through historical connectivity and development challenges, this session presents a chance to effectively allocate resources, encourage sustainable growth, and implement policies that enhance the quality of life for citizens,” Parnaik expressed.

The Governor noted that Arunachal Pradesh's economy is growing at 11.01 percent, significantly above the national average of 6.5 percent.

He highlighted that over 2.30 lakh households are benefitting from the Jal Jeevan Mission, marking Arunachal as the first northeastern state to achieve 100 percent functional household tap connections under this initiative.

The state has also successfully completed more than 35,000 houses under the Pradhan Mantri Awas Yojana (Grameen), achieving full coverage for housing the rural homeless, he noted.

The annual budget for the 2025-26 fiscal year will be presented in the assembly by Deputy Chief Minister Chowna Mein, who also oversees the Finance portfolio, on March 10, with budget discussions set for March 12. This budget for the 2025-26 fiscal year marks the second budget of the Pema Khandu-led BJP government during its third term.

On Thursday, four bills were introduced in the state Assembly.

These bills include the Arunachal Pradesh Goods & Services Tax (Amendment) Bill, 2025, the Arunachal Pradesh Arun Parivar Authority Bill, 2025, the Arunachal Pradesh Public Premises (Eviction of Unauthorized Occupants) (Amendment) Bill, 2025, and the Arunachal Pradesh Flood Plain Zoning Bill, 2025.

The Deputy Chief Minister, who also holds the planning and investment portfolio, introduced the Arunachal Pradesh Arun Parivar Authority Bill, 2025, which aims to create a legal structure for good governance and ensure the efficient, transparent, and targeted delivery of public welfare benefits and services to the residents.
