Assam bags ₹500 crore Central incentive for mining reforms: CM Sarma
Synopsis
Key Takeaways
Assam Chief Minister Himanta Biswa Sarma on Monday, 18 May announced that the state has secured a ₹500 crore incentive from the Union Ministry of Mines, making Assam the only state in the country to claim the full grant under the Government of India's Mining Sector Reforms initiative linked to the Special Assistance to States for Capital Investment (SASCI) Scheme for 2025-26. The reward follows wide-ranging reforms that have repositioned Assam as a leading destination for mining and mineral-based investments.
What Sarma Said
In a post on X, Chief Minister Sarma said the state had taken 'incremental leaps' in the mining sector by building a transparent and investor-friendly ecosystem. 'Assam has taken incremental leaps in its mining sector, bringing major reforms and making it a lucrative sector for investments, for which we've also received a ₹500 crore incentive from the Government of India,' he wrote.
Three Reform Pillars That Unlocked the Incentive
According to the state government, Assam successfully achieved all three reform components required under the scheme: minor mineral reforms, operationalisation of major mineral mines, and implementation of the State Mining Readiness Index reforms. Officials confirmed that no other state has managed to fulfil all three conditions to claim the full ₹500 crore allocation.
Limestone Auctions and Fast-Track Projects
Among the headline achievements is the auction of 12 limestone blocks in Dima Hasao district, with an estimated mineral value of nearly ₹92,828 crore. A standout project is the North Boro Hundong Limestone Block (Part-B), which became operational within 9 months of the issuance of the Letter of Intent — reportedly one of the fastest operationalisation timelines in the country.
Technology-Driven Mining Ecosystem
The Assam government said it is building a future-ready mining infrastructure through drone and LiDAR-based monitoring, Artificial Intelligence-driven smart mining initiatives, and transparent online administration systems. Exploration for limestone, coal, iron ore, granite, quartzite, and rare earth elements is being expanded across multiple districts to position the state as a key player in India's critical minerals and infrastructure sector.
What Comes Next
With the ₹500 crore incentive now secured, the state government has signalled continued momentum on scientific and responsible mineral development. Broader exploration activity and technology-enabled governance are expected to attract further private investment, boosting economic growth and investor confidence in the region.
