New Delhi, Oct 8 (NationPress) The Election Commission of India (ECI) has made an important announcement regarding the upcoming Bihar Assembly elections. Voters aged over 85 years, individuals with benchmark disabilities (PwDs), and service voters will now have the opportunity to cast their votes via postal ballots.
This service is being provided under Section 60(c) of the Representation of the People Act, 1951, as per a statement from the ECI.
According to the commission, these eligible voters can utilize Form 12 D to apply for this facility, which must be submitted to the Returning Officer through their BLO within five days following the election notification. Polling teams will then collect their votes directly from their homes.
In addition, electors serving in crucial roles on polling day can request the postal ballot service through the designated nodal officer of their department.
This provision also extends to those engaged in essential services, including fire, health, electricity, traffic, ambulance services, aviation, long-distance government transport, and authorized media personnel covering the election.
Furthermore, service voters will receive their ballots electronically through the Electronically Transmitted Postal Ballot System (ETPBS), without incurring any postal costs.
According to the poll panel, service voters will have their ballots sent electronically by the Returning Officer as soon as the list of candidates is finalized, and they will not be responsible for postal expenses.
The ECI has directed Returning Officers and District Election Officers to inform political parties and candidates about these provisions to ensure a seamless process.
It’s noteworthy that the Model Code of Conduct (MCC) has come into effect following the announcement of election dates on Monday. The ECI has also mandated strict adherence to the poll code by the Bihar government and Centre.
The MCC restricts both the central and Bihar governments from making any new policy announcements during this period, and the ECI has communicated this directive to the Chief Secretary and Chief Electoral Officer of Bihar.
