We have now established a goal of creating jobs and employment for 1 crore youth over the next five years (2025–30).”
He stated that right after taking office, the government commenced efforts to expedite the growth of industries and maximize employment possibilities.
He laid out plans to develop a “New Age Economy” in Bihar, with a foundation in technology and service-based innovation.
“To foster growth in a transforming Bihar, we will formulate strategies and policies in consultation with leading entrepreneurs linked to the state. A comprehensive action plan will be devised with the collaboration of vital departments, economists, and experts to position Bihar as a ‘Global Backend Hub’ and ‘Global Workplace’,” Kumar explained.
Emphasizing Bihar’s youthful population, Kumar indicated that the state has the potential to emerge as one of the fastest-growing areas in India if its youth are effectively harnessed.

“With Bihar’s abundant young workforce, the state aims to evolve into a new technology hub for Eastern India,” he added.
Nitish Kumar also disclosed that both policy and action plans have been devised to set up new sugar mills, revive existing and defunct mills, initiate the Bihar Artificial Intelligence Mission to incorporate AI into governance, and enhance urban development and modernization of major cities.
A high-level committee led by the Chief Secretary has been formed to draft the action plan and oversee its execution.
“This committee will manage initiatives that foster industrial growth and expand employment opportunities for the youth,” Kumar noted.
The Chief Minister stressed that industrial advancement in Bihar has gained significant momentum in recent years.
He added, “Large-scale industries necessitate industrial corridors, top-tier infrastructure, dependable power supply, effective water management, and skilled human resources. All these resources are now accessible in Bihar.”
