Bihar IAS reshuffle: 6 senior officers transferred in fresh shake-up
Synopsis
Key Takeaways
The Bihar government on 28 August 2025 transferred six senior IAS officers in a fresh administrative reshuffle, with the General Administration Department issuing the official notification on Friday. The changes also include new postings for the Deputy Development Commissioners of Nawada and Kaimur districts.
Key Transfers and New Postings
Ujjwal Kumar Singh, a 2011-batch IAS officer who was serving as Director of the Animal Husbandry Department, has been moved and appointed Special Secretary in the Rural Development Department. Filling his vacancy, Shrikant Shastri, a 2012-batch IAS officer who had been awaiting posting, is now the new Director of the Animal Husbandry Department. Shastri had served as District Magistrate of Begusarai and was transferred from that role only last week.
Vivek Ranjan Maitreya, a 2017-batch IAS officer and former District Magistrate of Siwan, has been appointed Additional Secretary in the Information and Public Relations Department. Meanwhile, Nitin Kumar Singh, a 2018-batch IAS officer awaiting posting, has been named Director of the Secondary Education Department.
District-Level Officers Also Reshuffled
Nilima Sahu, a 2021-batch IAS officer serving as Deputy Development Commissioner (DDC) of Nawada, has been transferred and appointed Joint Secretary in the Health Department. Divya Shakti, a 2022-batch IAS officer and DDC of Kaimur, has been appointed Commissioner of the Excise and Prohibition Department. She had previously held significant administrative responsibilities in Patna.
Part of a Broader Pattern of Changes
This reshuffle comes just days after the Bihar government transferred a large number of IAS officers, signalling continued churn in the state's senior administrative machinery. On Wednesday, 26 August, the state government transferred and posted nine Bihar Administrative Service officers as well.
Among those, Ajay Kumar, Senior Deputy Collector of Gopalganj, was posted as Land Reforms Deputy Collector, Darbhanga; and Vishal, District Panchayati Raj Officer of Sitamarhi, was appointed Sub-Divisional Officer (SDO), Hajipur. Sujit Kumar, District Panchayati Raj Officer of Jehanabad, was posted as SDO, Areraj; Om Prakash Lal, Senior Deputy Collector of Rohtas, as SDO, Jagdishpur; and Santosh Kumar, Land Reforms Deputy Collector of Bikramganj, as SDO, Madhubani Sadar.
What This Signals
The rapid succession of transfers — spanning IAS officers from the 2011 through 2022 batches — suggests a broader realignment of Bihar's administrative priorities ahead of what are expected to be a busy few months for state governance. Observers note that the frequency of reshuffles reflects both routine rotation policy and the state government's intent to position trusted officers in key departments.
