Speaking at the Seva Jyoti Yatra in Rajkot, government spokesperson and minister Jitu Vaghani described the city as the 'birthplace' of Modi's parliamentary politics. He recalled that when Modi assumed charge as Gujarat Chief Minister in October 2001, he was not a sitting MLA; senior BJP leader Vajubhai Vala vacated the Rajkot-2 (Rajkot West) Assembly seat to facilitate his entry into the legislature.
Modi subsequently contested the February 2002 by-election, winning it to enter the Gujarat Legislative Assembly for the first time. Vaghani also noted that former Gujarat Chief Minister Vijay Rupani had served as Modi's campaign manager during that debut election.
