DDA Facilitates Freehold Conversion of Retail Units: Minister Sahu

New Delhi, Dec 12 (NationPress) The Delhi Development Authority has introduced a standard operating procedure (SOP) aimed at the amalgamation of retail units within DDA markets in Delhi, as reported in Parliament on Thursday.

In a written statement to the Lok Sabha, Minister of State for Housing and Urban Affairs Tokhan Sahu mentioned that the subdivision or merging of units is permitted for freehold conversion, provided the competent authority has sanctioned such actions.

He further elaborated that for the purpose of freehold conversion, the DDA has created a dedicated online platform known as 'Interactive Disposal of Land Information' (IDLI) for the electronic submission and processing of applications.

In response to an inquiry from Praveen Khandelwal of the BJP, MoS Sahu noted that the Deed of Apartment policy has been operational within the DDA, facilitating the processing of applications for freehold conversion through offline means.

The Authority has simplified the documentation requirements, thereby enhancing the process for freehold conversion of space units in multi-storeyed buildings under the Delhi Apartment Ownership Act 1986.

Instead of requiring multiple distinct documents (such as affidavits, indemnity bonds, and undertakings), applicants are now required to submit just one affidavit and one indemnity bond as per the prescribed format, as stated by the MoS.

Allotment letters, agreements, demand letters accompanied by proof of purchase and payment receipts are now being accepted as alternatives to the Builder Buyer Agreement (BBA), according to Sahu.

Previously, in a related response on December 5, the MoS, addressing concerns regarding the freehold conversion issues faced by long-term leaseholders and property owners in DDA markets, indicated that regular monitoring of pending conversion cases is conducted monthly via the IDLI system in an online format.

The IDLI was established to expedite the processing of conversion cases. This system streamlines the application process for conversion and ensures swift processing. A similar procedure is being utilized in the Housing Department through the Citizen Services Portal, which is a comprehensive web-based online platform.
