New Delhi, Aug 14 (NationPress) The Chief Minister of Delhi, Rekha Gupta, announced on Thursday a significant enhancement in the financial authority of the Heads of Departments (HoDs) and Administrative Secretaries. This initiative is aimed at expediting the implementation of various government schemes and projects.

She stated, "To create a 'Developed Delhi' and guarantee that the advantages of government initiatives reach citizens without delay, our budget for this year has increased to Rs 1 lakh crore, compared to Rs 54,800 crore during the previous revision."

CM Gupta emphasized that this adjustment in financial powers is designed to uphold public confidence and accelerate the developmental pace of Delhi.

"It is our duty to ensure that public funds are allocated timely, appropriately, and effectively. This decision will not only enhance good governance but also improve service delivery to the public, while minimizing delays caused by unnecessary inter-departmental movements of files," she added.

She elaborated that augmenting the financial powers of HoDs is intended to make optimal use of the budget, eliminate undue delays in departmental tasks, hasten project execution, and guarantee timely project completion.

According to her, this is the first revision of officers' financial powers in nearly six years, with the last amendment occurring on August 7, 2019.

The Chief Minister asserted that this move will not just enhance good governance but will also speed up the rollout of various government schemes, ensuring they are completed on time.

She mentioned that this decision is influenced by the vision of Prime Minister Narendra Modi, who has consistently highlighted the importance of timely completion of all infrastructure projects to prevent delays in essential services for citizens.

Administrative Secretaries will now have the authority to directly procure all IT-related items and manage repairs, rentals, and maintenance, along with purchasing necessary equipment without procedural holdups.

CM Gupta acknowledged that recent years have witnessed effective transformations in both administrative and financial systems.

She pointed out that technological advancements, inflation-induced cost increases, and the launch of new welfare-oriented schemes have significantly impacted project execution.

In special cases, Administrative Secretaries have been granted full financial authority for decisions related to hiring individual consultants, consultancies, professionals, Project Management Units (PMUs), and other specialists.

Additionally, they will have the autonomy to make decisions regarding procurement, repair, rental, and maintenance of IT-related items, recruitment of personnel, equipment purchases, and the acquisition of new vehicles to replace condemned ones.
