The Economic Offences Unit (EOU) on 20 August concluded a day-long search across three premises linked to Bihar Board of Open Schooling and Examination (BBOSE) Deputy Director Ajay Kumar Singh, recovering ₹25.88 lakh in cash, jewellery valued at over ₹41 lakh, and a trove of property and financial documents. The raids form part of a disproportionate-assets case in which the EOU has alleged Singh holds assets worth approximately ₹3,43,78,300 — roughly 90.04 per cent above his known income.

Premises Searched and Cash Recovered

According to the EOU's official written statement, investigators searched Chandratara Bhavan, Khajpura, Patna; Singh's office chamber at BBOSE, Mithapur; and his ancestral residence at Parora village, Sahebpur Kamal, Begusarai. Cash of ₹15.50 lakh was recovered from the Begusarai property and ₹10.38 lakh from Chandratara Bhavan, bringing the total cash seizure to ₹25.88 lakh.

Jewellery, Property Documents and Bank Records

At the ancestral Begusarai residence, investigators inventoried jewellery valued at approximately ₹9.50 lakh, along with 11 property deeds in his father's name, an SBI passbook, and six jewellery purchase receipts representing purchases worth around ₹5.50 lakh. At Chandratara Bhavan, jewellery valued at approximately ₹41.82 lakh was inventoried, with invoices from Alankar Jewellers, Patna indicating purchases of around ₹10 lakh.

Investigators also recovered passbooks and ATM cards linked to eight bank accounts, reportedly holding deposits totalling around ₹18.50 lakh, as well as documents relating to five insurance policies — including LIC policies — and papers concerning mutual-fund investments.

Flat in Noida and Additional Assets

Documents relating to a 1,442-square-foot flat in Sector 142, Noida were also found during the search. According to the EOU, more than ₹60 lakh has already been paid towards the property. The agency further noted that Singh owns a G+2 house in Patna with reportedly expensive interior fittings; the property will be valued separately to establish its actual worth.

Several vehicles were found at the ancestral property, including two JCB machines, two tractors, a Bolero and a large DG set. The EOU is verifying ownership and related documentation. A Mahindra Scorpio and a scooter are also under examination.

Background: The Disproportionate-Assets Case

Ajay Kumar Singh joined the Bihar Education Service in 2005 as a Sub-Divisional Education Officer. The EOU had previously registered a disproportionate-assets case against him, alleging assets far in excess of his legitimate earnings. Information regarding the alleged irregularities is also being communicated to the Bihar Education Department, Singh's parent department, according to the EOU statement. This is among a series of EOU actions targeting government servants in Bihar accused of accumulating wealth beyond their declared income.

Point of View

A Noida flat, eight bank accounts, and jewellery spread across two cities — points to systemic leakage in Bihar's education administration that goes well beyond one officer. The EOU's decision to loop in the Bihar Education Department matters: administrative accountability rarely follows criminal investigation in such cases, and whether Singh's parent department acts on the communication will be the real test of institutional follow-through. Disproportionate-assets cases in Bihar have a mixed conviction record; the evidentiary strength of inventoried assets versus documented income will determine whether this raid translates into a meaningful prosecution.
