New Delhi, March 18 (NationPress) With significant expectations from the newly elected BJP government in Delhi, Lok Sabha Speaker Om Birla emphasized that only an effectively functioning Assembly can provide solutions to the myriad issues confronting the citizens. During the launch of a two-day orientation program for new legislators, Birla encouraged MLAs to become attentive listeners, delve into historical debates, and infuse their unique perspectives into discussions within the Assembly.

He urged the legislators to grasp legislative practices and strive for transparent governance in the national capital, which remains under the scrutiny of the entire nation. “The more you understand the Constitution, along with the Assembly’s rules and regulations, the better you will be able to leverage the Assembly's platform during Question Hour and other proceedings,” Birla stated.

An informed and alert legislator can evolve into the most effective politician in the city through their engagement in Assembly proceedings. “Our behavior and communication should adhere to parliamentary standards. All past debates within the House will soon be digitized, allowing MLAs to access them along with cutting-edge technologies like Artificial Intelligence,” he said, encouraging legislators to enhance their legislative drafting skills for substantive discussions in the House.

An astute and proficient legislator can foster transparency in government operations, address issues pertinent to their constituencies, tackle the challenges facing Delhi, and uphold accountability.

Earlier, Delhi Speaker Vijender Gupta urged members to adopt established practices and make the most of the House committees to which they will be assigned. “I advise you to maximize the time spent in the House and maintain decorum,” he stated, pledging to reinstate practices such as Question Hour and Private Member Bills, which were reportedly halted under the previous administration.

“This orientation program is a crucial step towards enhancing the legislative skills of our MLAs. It will aid them in understanding parliamentary procedures, legislative drafting, and the importance of substantive debates, enabling effective participation in the Assembly,” he mentioned.

The Parliamentary Research and Training Institute for Democracies (PRIDE) will facilitate the training sessions, providing insights into parliamentary rules and legislative practices. PRIDE, guided by the Lok Sabha Speaker, organizes training for MPs, legislative staff, and other stakeholders.

The two-day initiative will feature expert-led lectures, panel discussions, and interactive sessions centered on good governance, policy-making, and legislative frameworks.
