JD(S) alleges EC norm violations during SIR drive in Ramanagara, demands BLO action
Synopsis
Key Takeaways
The Karnataka unit of Janata Dal (Secular) on Thursday, 2 July alleged that Booth Level Officers (BLOs) conducting the Special Intensive Revision (SIR) of electoral rolls in Ramanagara had flouted Election Commission of India (ECI) guidelines by assembling residents at a community hall instead of carrying out the mandated door-to-door voter verification. The party demanded immediate action against the officials responsible and urged the Chief Electoral Officer, Karnataka, to intervene.
What the JD(S) Alleged
According to a statement issued through the office of Union Minister for Heavy Industries and Steel H.D. Kumaraswamy, BLOs in Ward No. 23, Tippu Nagar of Ramanagara Town Municipality gathered voters at a Kalyana Mantapa — a community hall — rather than visiting individual households to verify voter details and distribute enumeration forms as required under ECI rules.
'The Election Commission's rules have been completely thrown to the wind in Ramanagara. Booth Level Officers, who are required to visit every household to verify voter details and distribute enumeration forms, have instead assembled everyone at a Kalyana Mantapa in Ward No. 23, Tippu Nagar, turning the exercise into an SIR fair. This is nothing but a mockery of democracy,' the JD(S) said in its statement.
The party also shared a purported video that allegedly shows officials conducting the voter revision exercise at the choultry in a convention-like setting rather than through household visits.
Party's Demands
The JD(S) called on the Election Commission of India and the Chief Electoral Officer, Karnataka, to take immediate cognisance of the alleged violations and suspend the BLOs found responsible. The statement described the officials' conduct as 'corrupt' and 'arbitrary', and urged poll authorities to ensure strict compliance with ECI norms for the remainder of the SIR drive.
BJP Raises Separate Concerns in Chamarajpet
The JD(S) complaint follows a separate grievance filed by a Bharatiya Janata Party (BJP) delegation, led by the Chamarajpet Mandal unit, to Chamarajpet Assembly constituency Electoral Registration Officer Gultaj Fatima on Wednesday.
Bhaskar Rao, speaking to reporters after the submission, alleged that the SIR process — which began on Tuesday — saw a large number of BLOs in the Chamarajpet Assembly constituency fail to report for duty. He further claimed that many of those who did report lacked adequate knowledge of their responsibilities.
Rao additionally alleged that Congress party's Booth Level Agent-2 (BLA-2) workers were accompanying BLOs while carrying the party's election symbol and photographs of its candidates during the distribution of enumeration forms — conduct he described as improper. He also alleged that in areas with a sizeable minority population, a disproportionately higher number of minority personnel had been deployed, calling it a pre-planned move, though no independent verification of this claim was immediately available.
Broader Context
The allegations come amid the ongoing SIR of electoral rolls being conducted across Karnataka ahead of upcoming elections. The SIR is a periodic exercise mandated by the ECI to update voter lists, correct errors, and add or delete entries. Procedural lapses during such exercises can draw scrutiny from political parties across the spectrum, as the accuracy of electoral rolls directly affects voter enfranchisement. This is the second consecutive day that opposition parties have raised formal complaints about the conduct of the SIR in Karnataka constituencies.
Both the JD(S) and BJP have urged the election authorities to ensure proper briefing, deployment, and monitoring of BLOs for the rest of the revision exercise.
