The Congress government in Karnataka on Wednesday, 12 August finalised portfolio allocations for newly sworn-in ministers and reshuffled assignments for senior cabinet members, a day before the Monsoon Session of the state legislature. Chief Minister D.K. Shivakumar has retained a commanding set of departments, including Finance, Cabinet Affairs, the Bengaluru Development Authority (BDA), and the Bengaluru Metropolitan Region Development Authority (BMRDA).

What Shivakumar Holds

Beyond Finance and BDA-BMRDA, Shivakumar retains the Department of Personnel and Administrative Reforms (DPAR), Intelligence, Information, Law, Justice and Human Rights, Parliamentary Affairs and Legislation, Agriculture Marketing, the Commissionerate of Town and Country Planning, all urban local bodies under BDA and BMRDA, and all unallocated portfolios. The retention of BDA and BMRDA is notable — Bengaluru Development Minister Krishna Byre Gowda had strongly demanded both portfolios ahead of the reshuffle.

Key Portfolio Changes

Ramalinga Reddy has been reassigned to Forest, Ecology and Environment. He had earlier refused to take charge of Water Resources, demanded the Bengaluru Development portfolio, and reportedly submitted his resignation letter to the Chief Minister. B.Z. Zameer Ahmed Khan has been allotted Housing; he previously handled Waqf and Minority Welfare under the Siddaramaiah government. K.H. Muniyappa moves to Social Welfare, replacing his earlier charge of Food and Civil Supplies, which now goes to Rizwan Arshad.

U.T. Khader retains Health and Family Welfare and has been given additional charge of Minority Welfare, Haj, and Waqf. Lakshman Savadi, a former Deputy Chief Minister in the Bharatiya Janata Party (BJP) government who joined Congress in 2023 after being denied a ticket by the BJP, has been given Cooperation, excluding Agriculture Marketing.

New Ministers and Their Portfolios

Rudrappa Manappa Lamani, a former Deputy Speaker of the Karnataka Assembly, has been allotted Sugar and Textiles. Shivaraj Tangadagi gets Backward Classes Welfare and Kannada and Culture. T. Raghu Murthy has been made Minister for ST Welfare. Ajay Singh has been allotted Minor Irrigation and Science and Technology, while Cheluvarayaswamy takes Major and Minor Irrigation.

Other allocations include: Madhu Bangarappa continuing with Primary and Secondary Education; Basavaraj Raya Reddy given Higher Education; Shivalinge Gowda getting Excise; Puttaranga Shetty taking Animal Husbandry and Sericulture; Vijayananda Kashappanavar allotted Small Scale Industries and Public Enterprises; Santosh Lad getting Labour and Employment; K.S. Basavanthappa allotted Muzrai, Fisheries, Ports and Inland Water Transport; S.S. Mallikarjun continuing with Mines and Geology and Horticulture; Narendra Swamy given Agriculture; H.C. Balakrishna allotted Municipal Administration; and B. Nagendra given Planning and Statistics.

How the List Was Cleared

R. Prabhu Shankar, Special Secretary to Governor Thaawarchand Gehlot, transmitted the Governor-approved list to Chief Secretary Shalini Rajneesh. The allocation comes after weeks of internal negotiations within the Karnataka Congress, with several senior ministers publicly airing their demands — an unusual display of intra-party friction ahead of a legislative session.
